PORT CHESTER - With her thousands of custom-made costumes, Gina Romano can recreate the likeness of a pirate, Elvis Presley or Marilyn Monroe.

Tucked away in a compact second-story shop on North Main Street in Port Chester, Romano's mom-and-pop business, The Costume Closet, provides wardrobes for school plays, community theaters and corporate events.

This time of year, trick-or-treaters and Halloween party-goers also comb Romano's overstuffed racks for hand-sewn costumes, masks and wigs. The shop is normally open by appointment only, but it keeps special Halloween hours in the fall.

The Board of Selectmen voted 2-1 yesterday to increase parking permit fees by 10 percent at train station and municipal lots throughout town.

The new rates would take effect next October at a total of 11 lots, and would generate approximately $147,000 in additional revenue each year for Greenwich's parking fund, according to figures provided by Alan Corry, the town parking services director. The increases will affect parking permits, not parking meters.

First Selectman Jim Lash said the increase will help replenish the parking fund for maintenance at structures, such as the Town Hall garage, which is undergoing more than $400,000 in construction now.

'My concern continues to be that we need money to spend on our parking facilities,' Lash said.
The changes will see annual fees at nine lots, including all outdoor railroad parking lots, increase from $242 to $266. Those include Arcadia Road, Carrona Drive, Horseneck Lane, Iron Horse Lane, Steamboat Road/Arch Street, Loughlin Avenue and Riverside, Old Greenwich and Cos Cob railroad stations. Rates at the covered parking garage downtown will rise from $423 to $465 per year, and at the West End lot in Old Greenwich from $165 to $181 per year.

Selectman Penny Monahan opposed the measure, saying Greenwich's parking permit rates are in line with those in towns such as Darien, Westport and Rye, N.Y. But Lash and Selectman Peter Crumbine said the rates are far lower than those in neighboring towns such as Stamford and Rye. In Stamford, annual parking permits can cost more than $1,000, outdoor parking permits cost $505 per year in Port Chester, according to Corry.

'I'm always reluctant to characterize other people's spending as moderate, but this (the new rates) wouldn't be out of line with the two adjacent towns,' Lash said.....

The only significant disruption happened in Port Chester when a downed wire cut power to residents of Grace Church Street and Midland Avenue. Six months ago Goldie Solomon, Max Ramirez and their single family homeowner supporters repeatedly argued that Port Chester had enough money and that Port Chester Village could cut taxes just like the Town Of Rye Has for the last two years in a row.

Deputy Port Chester Mayor Dominick Cicatelli even agreed with Goldie, Max and their supporters by saying, “I believe that it is entirely possible for the Village to cut taxes.”

According to Trustee Dan Brakewood, the Port Chester Village Manager and the professional staff under estimated revenues and expenses by about 8%, Apparently, Port Chester is sitting on over 1 million bucks of extra money that would wipe out this years Port Chester Village Property Tax increase.

When are the politicians and the professional staff going to start listening to Goldie Solomon when she says, “Cut the taxes, we can’t afford this anymore!” When are the politician’s and professional staff going to start listening to Max Ramirez, who has repeatedly said “Give the homeowners back their money,”

This extra one million dollars in tax money needs to be refunded to the single family homeowners of Port Chester immediately.

The taxes have been cut in the Town of Rye two years in a row. If we can give each single family homeowner a Port Chester Village Property Tax Rebate, then we can go after Abel’s school board buddies and try and reverse the outrageous 13% Port Chester School Tax increase.

NEW ROCHELLE - City Councilman Roberto Lopez is charging that his opponent, attorney Richard St. Paul, does not live in New Rochelle - an accusation St. Paul disputes.

Lopez's camp hired a private investigator who found that St. Paul's registration with the state court system, required for all attorneys, shows his address as a home in the Bronx, and that the New Rochelle address he uses is the home of Ronald Williams, former president of the New Rochelle chapter of the National Association for the Advancement of Colored People.

"I was in shock," said Lopez, a Democrat. "Being that he's a lawyer, and (considering) the high ethics that lawyers have, I couldn't believe my eyes," Lopez said......

......He said he has been involved in several Westchester election campaigns and legal battles, including an ongoing federal lawsuit against Port Chester claiming that the village election system dilutes the Hispanic vote, and a 2004 lawsuit opposing redrawn election districts in New Rochelle. Williams leads the organization that filed the New Rochelle lawsuit.

St. Paul's voter registration card shows he began using Williams' home on Inwood Place as his address for voting on October 11, 2006. In 2005, it says, he had voted in New Jersey......

There was a mix-up over where the meeting was being held.

Worse yet the public were not allowed to participate or comment on the meeting.

NEW YORK----Fitch Ratings has assigned a 'BBB-' rating to Starwood Hotels & Resorts Worldwide Inc.'s 6.25% $400 million senior notes due 2013. The Rating Outlook is Stable. The notes rank equally with Starwood's other unsecured and unsubordinated debt.

The developers all argue that these massive multifamily condo buildings are not going to affect the schools, but no developers will not guarantee you that their buildings will not send school taxes even higher.

While the debate rages on whether to let illegal immigrants get driver's licenses, Yonkers car dealer Rulaman De Leon is looking at some of the practicalities.

In business for 20 years, he often sees car buyers paying in cash, leaving for a few days and coming back with out-of-state plates and insurance. He can venture a guess that these customers are undocumented immigrants, heading to states where they can get driver's licenses and registrations.

Other potential buyers keep asking if there's some way to get a New York license without a Social Security number.

Those questions are flooding in now, since Gov. Eliot Spitzer announced a new policy Sept. 21....

You might think the man who has had a big say in the music coverage of Rolling Stone since 1997 must be a rock snob by definition. Not so, says Joe Levy, executive editor of the magazine since February 2006.''

I still believe in the pop audience, and in the wisdom of the pop audience, that the pop audience validates interesting music by buying, listening and responding to it,'' says Levy, whose publication has a circulation of 1.3 million and a readership of 13 million.

While there are fewer central figures and the scene is more diffuse, Levy maintains, ''There is still good music near the top of the charts. Young, challenging, inventive rock bands such as such as The Arcade Fire and Spoon put out records that can be in the Billboard Top 20.....
