Earning His $775 An Hour: Republican Michael Carvin is pressing forward with a Port Chester voting rights appeal, even though a federal judge says he can't

A federal judge has told Republican Rye Town Supervisor Joe Carvin's brother that he has no right to appeal the Justice Department's successful voting rights lawsuit against Port Chester — but apparently, that won't stop Micheal Carvin from trying.

A clueless Michael Carvin seems to be unaware that the Village of Port Chester signed a consent decree barring the old system and ushering in a new, cumulative-voting method.

Judge Gardephe wrote that Port Chester has no basis to appeal because of its own action.

"The law is clear that matters within the scope of a consent decree or consent judgment can generally not be appealed," Judge Gardephe told Michael Carvin

The Port Chester Booard Of Trustees The Board of Trustees has been sharply divided over the appeal and the $225,000 set aside for Republican Micheal Carvin.

Port Chester Mayor Dennis Pilla said he would try again to halt what he calls a losing battle.

"If the judge's ruling doesn't make it clear how small our chances of success are, then I don't know what does. It's a waste of time, it's a waste of money.", said Mayor Pilla

Despite public opposition to the expense, the board Republican dominated board of trustees voted 4-2 in February to hire attorney Michael Carvin of the Jones Day law firm at fees of up to $775 an hour.

Today Port Chester Roundup is getting word that over a decade ago the Port Chester Police Department and the Village Manager were made aware of the meter thefts by village employees.

This information was given to the Village Manager by the Westchester County. District Attorney's office during an undercover investigation unrelated to the theft.

Now fifteen years later and millions of taxpayer dollars later the Westchester County District Attorney's and the Port Chester Police Department are all shocked that there were Parking Meter Thefts.

So far on one has been arrested and most Port Chester taxpayers expect no arrests due to the fact that many of the same people are investigating the current thefts.

Another Port Chester resident is reporting that Port Chester Trustee Sam Terenzi and Matt Troy were dragged down to the Westchester County District Attorney's office was investigating reported wrong doings with an amnesty program in the parking violations bureau.

Apparently, the Port Chester Police Chief was unable to develop a case that Westchester County District Attorney Jeanine Pirro to move forward on.

After 25 years of being involved in Port Chester politics Trustee Sam Terenzi has had his snout in many public troughs. It doesn't matter if Terenzi is running as a Conservative, a Democrat or a Republican he always ends up with taxpayer funded contract or appointment.

Right, Port Chester Trustee Sam Terenzi he is running around Port Chester telling his 200 bullet voting cronies that Joe Carvin has to be reelected as the Rye Town Supervisor or he will be out $60,000.

And if Terenzi is not taken care of then his key bullet voting supporters wont be taken care of with taxpayer funded goodies.

The Man That Brags That He Flushed $80,000 Down The Toilet In A Mayoral Bid Wants Port Chester Taxpayers to Over Pay For An SUV

The Port Chester Board of Trustee's were asked to approve the purchase of a Ford Expedition, to be used by the DPW's acting general foreman, when Bart Didden interrupted.

Trustee Bart Didden questioned Village Manager Christopher Russo on why the village was purchasing the 2011 Expedition XL SSV from a East Hanover, NJ, company instead of from nearby Rye Ford / Subaru dealer that is a friend of his.

Russo told Didden that the New Jersey company, Warnock Fleet, currently has a contract with New York State. Since the company deals exclusively with municipalities, it's able to offer vehicles at a lower cost and thus save Port Chester taxpayers money.

The Expedition will cost the village $26,620.85. It will be used to transport personnel and goods, and will be outfitted with a plow during the winter months.

Didden voted against the resolution to approve the purchase, apparently he wants Port Chester taxpayers to pay more for needed vehicles.

Mayor Dennis Pilla and trustees Sam Terenzi, John Branca, Daniel Brakewood and Luis Marino all voted in favor of the purchase that will save Port Chester taxpayer money.

Government Police Shutter Building Department Again; Employees Sent Home Ten months after launching an investigation into corruption at Port Chester's building department, police have shut the office down again. By Nik Bonopartis | Mar 14, 2011

In a sign that a 10-month corruption investigation may be coming to a close, Port Chester police shuttered the building department at village hall on Friday, freezing operations and sending employees home. Details remain few. Port Chester police Lt. James Ladeairous confirmed detectives closed the office on Friday, saying the office is physically off-limits pending action by the police and village government. Mayor Dennis Pilla also confirmed the lock-down. "This is yet another step in the journey of rooting out corruption in Port Chester," he wrote in reply to a query from Patch. The investigation was revealed publicly for the first time last year, when police first shut down the department and hauled away boxes of records on April 29. Frank Ruccolo, the department's building inspector, was suspended without pay in the resulting investigation, and soon after submitted retirement papers. Although the village drafted administrative charges against Ruccolo, the disgraced former building inspector used the protection of state personnel law to bury the charges when he retired. As a result, the details of those charges never became public, and village residents have become increasingly frustrated as other suspended former employees used the same legal strategy. State law says the personnel files of public employees are protected, unless details in those files point to dereliction of duty or other allegations of misbehavior. Two employees have been suspended in an investigation into money stolen from Port Chester's parking meters. Estimates suggest the thefts totaled about $150,000 per year. On Sept. 22 of last year, former DPW General Foreman Gary Racaniello buried 36 pending administrative charges by resigning. In a letter, Racaniello told Russo his resignation was "conditioned on" two things: "that all disciplinary charges...are hereby withdrawn" and "that all copies of disciplinary charges (pending or to be lodged), as well as other paperwork related to any other disciplinary charges will not be filed." In January, village hall brought disciplinary charges against William Oxer, a DPW employee and former chief of the Port Chester Fire Department. Those charges have not been publicly revealed, and Oxer declined to comment when reached by phone. Oxer's name came up in the parking meter probe as early as November, but his legal troubles were not limited to the meter investigation and hint at the alleged wide-scale corruption involving building department operations–after a home he co-owned caught fire in September, Oxer and co-owner Charles Horton were cited for allowing illegal occupancy, conducting work on the home without permits, and renting the home without installing smoke or carbon-monoxide detectors. In December, police served the DPW and finance department with a subpoena, marking the third time in one year that criminal authorities took records from village hall departments during corruption investigations. The investigations and suspensions have fueled political disagreements within Port Chester, sparking heated exchanges and drawing the attention of the district attorney's Public Integrity Bureau. Mayoral challenger Bart Didden has said the investigations signal a lack of oversight, while imcumbent Mayor Dennis Pilla says it's the staff he's hired and supervised – including Village Manager Christopher Russo and Code Enforcement Director Christopher Steers – have been the driving force behind finding and exposing corruption in the village. In October, Trustee Sam Terenzi was called in to speak to investigators at the Public Integrity Bureau after an outburst during a public meeting in which he referred to a tipster in the parking meter probe as "a rat." Terenzi and the board's Republicans were accused of trying to fire Robert Lombardi, the assistant village manager who headed the administrative investigations in the parking meter probe. Republican trustees, including Terenzi, Didden and Kenner, argued that eliminating Lombardi's $79,000-a-year position was a cost-cutting measure, but raised eyebrows among the public for the timing of that effort, days after Lombardi revealed charges in the meter investigation. After months of praising Code Enforcement Director Christopher Steers for combating corruption and systemically inspecting thousands of homes in Port Chester since taking over enforcement duties from the building department, mayoral candidate Bart Didden issued a campaign press release earlier this month saying those efforts were not enough. Downtown "is an embarrassment to our residents," Didden said, while criticizing the pace of code enforcement efforts ahead of Tuesday's mayoral vote. I try to watch the live feed to all of the Port Chester Board of Trustee meeting to observe and enjoy all of the stupid things that Extremist TEA Party Lunatic Bart "The Bigot" Didden and Sam "Welcome To PORK Chester" Terenzi say.

The Didden and Terenzi comedy duo often has me on the floor laughing until I realize that I am going to have to pay for their stupidity in the near future.

Didden and Terenzi must be up to be up to something devious, because the feed has disappeared.

I am just so curious to find out what Didden and Terenzi are up to this month.

Last month Wing Nuts Didden and Terenzi were giving Rye Town Republican Supervisor Joe Carvin's brother a $225,000 pay day.

I guess I am going to have to walk down and watch the Board Of Trustees meeting in person.

I just can't miss my favorite comedy show.

Extremist TEA Party Lunatic Bart "The Bigot" Didden And Sam "Welcome To PORK Chester" Terenzi's decision to appeal the federal voting rights ruling is short-sided and a big mistake, both for the people of Port Chester and for this dumb and dumber duo. 


The majority of Port Chester residents, are not in favor of Didden and Terenzi's desire to appeal.


Do these two Port Chester wing nuts really think that they can appeal this and win and have voting return to the way it was before Bart Didden's racist flyer.


What will these two Port Chester wing nuts do when the Rye Town Supervisor Joe Carvin's brother reaches the funding cap without a decision?

Spend More Money?


The $225,000 spending cap at Michael "Ka Ching Ka Ching Ka Ching" Carvin's outrageous hourly rate of $775.00/ Hour equates to approximatively 290 hours.


What The Dumb And Dumber Dou Of Didden and Terenzi wont tell you that 290 hours is not even close enough hours for Rye Town Supervisor Joe Carvin's brother to prepare an appeal, let alone present it and defend it.


This is just a down payment on another million dollars being flushed down the Port Chester Republican Party Patronage toilet.


Who can blame Rye Town Supervisor Joe "The Harvard Educated Fool" Carvin's brother for not passing up a $225,000 Port Chester taxpayer funded and the likely off additional massive payments for his friends and family members.


How can Michael Carvin pass this by?

03/06/11 Reader Submitted Comments: It Is Time To Move On And Leave The Back Room Deals And Corruption Behind

In the last village election I gave all my votes to one candidate.

I think the compromise that the village of Port Chester came up with is terrific.

Commutative voting has been very good for Port Chester.

The new voting system opened things up for a lot more village residents.

Village Hispanics benefited, as well as, other minorities and independents.

For the first time the village board had a real cross section of Port Chester residents.

I just can't understand why Sam Terenzi and Bart Didden want to destroy a system that leveled the playing field and opened up government in Port Chester.

It is just foolish for Terenzi and Didden to want to take Port Chester back to the old days of back room deals and corruption.

The Journal News and the Westmore news have done a poor job of explaining that the goal of the cumulative voting system was not to elect a Hispanic, but to only create a system whereby the Hispanic community would be able to nominate and elect a candidate of their choice.

That candidate of choice could be a Hispanic or it could be a non-Hispanic.

By leveling the playing field we have created a system where all Port Chester residents have benefited - Hispanics, African Americans, Conservatives and Independents.

For this I give Port Chester Mayor Dennis Pilla a thumbs up.

Personally, I would like to see a Right to Life candidate run and win in Port Chester.

In Greenwich, they are proud to have something special.

It is called the Representative Town Meeting. That's where 230 elected citizens hold a monthly meeting to decide town issues.

Greenwich owes much to a very high degree of citizen participation both in its government and in many non-governmental bodies that contribute to the quality of life the Town enjoys.

Indeed, volunteerism is a hallmark of Greenwich life.

The RTM is where many of its citizens get their start in civic involvement; equally, it is where many who have served the Town in other capacities continue to contribute to it.

In Rye Brook they are proud that there is no Republican or Democratic parties on the local ballot. They only have local independent village parties and write in candidates.

Now in we have something special in Port Chester.

Let's keep it and build upon it as we bring all the citizens of Port Chester together to solve our common problems.

Through The Murk Of Bart "The Bigot" Didden's Long History Of Corruption And Building Code Violations He Now Procliams That "Downtown Is An Embarrassment To Village Residents And That Port Chester Has Not Done Enough To Crack Down On Safety Violations.

Manga-Looch Bart "The Bigot" Didden also accused Port Chester Mayor Dennis Pilla of going back on his promise to increase code enforcement staffing, saying the mayor "transferred funding for two additional code enforcement officers to a contingency fund."

Mayor Dennis Pilla disputes Didden's hallucinations, saying the vacancies in the part-time positions were created when the part-time code enforcement officers were promoted to full-time positions. He pointed to an internal e-mail exchange with Village Manager Christopher Russo.

"Two of the full-time positions were filled by the part-time code enforcement officers being brought up to full time pending civil service exam, of course, but they are legally in the positions provisionally," Port Chester Village Manager Chris Russo wrote. "This resulted in two part time positions now vacant for which we are actively recruiting."

Since taking over code enforcement duties, Christopher Steers has been highly lauded by both Democrats and Republicans on the board. Code enforcement was traditionally part of the long-corrupt building department, which was raided by the Port Chester Police Department early last year, resulting in the retirement of Acting Building Inspector Frank "Dirty Deals Done Dirt Cheap" Ruccolo after he was suspended without pay in May.

Frank "Dirty Deals Done Dirt Cheap" Ruccolo, assistant to longtime building inspector Leonard Cusumano, is widely rumored to have taken bribes.

Several sources say police raided the building department after police received credible evidence that Ruccolo had taken a $1,500 bribe to approve an illegal dwelling, but the investigation has been ongoing for 10 months without a comment from police.

Remnants of the alleged corruption surfaced earlier this month, when maintenance worker Daniel DeLisa was fired for allegedly outsourcing his $5,400-a-year cleaning job. DeLisa told authorities the late Cusumano gave DeLisa his blessing to outsource the job a decade ago; DeLisa had been paying a woman to do the work since 2001.

After the scandal surfaced, Didden was forced to backpedal after claiming he'd "uncovered" the corruption.

Although the police investigation is ongoing, Cusumano passed away in 2007 and Ruccolo was allowed to retire, it's difficult to find a resident in town who does not have a corruption story about the building department.

It all adds up to a staggering amount of corruption Steers has had to contend with as code enforcement director, and in January he threatened to quit after Trustee Sam "Wine, Dine And Pocket Line" Terenzi was dangling a promotion in front of Steers in exchange for political support.

on cable TV attacking and threatening Mr. Sorensen.

Worse yet, Bart Didden was taking the information about Bob Sorensen to the Westmore

News in "anattempt to get bad articles written about Trustee Bob Sorensen. Further, Bart

. Didden contacted Liz Sadler of the Journal News in order to get even more articles

printed about Mr. Sorensen and his family.

Bart Didden was the driving force behind organizing the "Letter To The Editor" writing

campaign agaipst Mr. Sorensen's family.

But that was not enough. Bart continued the attacks for about two and a half months calling for Mr. Sorrensen to be sent to the Port Chester Ethic's Board.

When all was said and done the Bart Didden's information about the Trustee Sorensen's parking tickets was not very good and was in fact a hyped up attack against Mr. Sorensen.

For the record Trustee Robert Sorensen was never ever

referred to the Port Chester Ethics Board.
