A state order for Westchester to upgrade its sewage treatment plants near Long Island Sound has led to a debate over whether the county should have to do it at all, and, if so, who would pay the bill.

The county has suggested ways to improve treatment at the plants, but at the same time, representatives of County Executive Andrew Spano have asked Gov. Eliot Spitzer for relief.


Deputy County Executive Larry Schwartz stressed that Spano is eager to help clean the Sound, but does not want to hit taxpayers with a whopping bill....
