Port Chester Board Of Trustee's Meeting Canceled

STORY

The Port Chester Police were sent to Trustee John Crane's house when he failed to show up for the Monday August 6th Board Of Trustee's meeting.

Ms. Crane informed the police that her husband was stuck in court and could not attend the village board meeting.

The Port Chester Board Of Trustee's needed John Crane inorder to have a quorum to open the public meeting.

Mayor Dennis Pilla was forced to cancel the board meeting that included three public hearings and a resolution to retain the law firm of Wilson, Elser, Moskowitz, Edelman & Dicker to represent the village in an Eminent Domain action brought by William Broady.

An Executive Session about the William Broady Lawsuit was also cancelled.

Mayor Pilla, appoligized to the 50 to 60 residents who had came to the Port Chester Courtroom to attend and speak at the board of trustees meeting.

Mayor Pilla said, that the Public Hearings would be scheaduled as soon as possible.

Determining what is an acceptable identification document, including cards issued by foreign consulates, is one of an assortment of new challenges facing local police, says a report from the International Association of Chiefs of Police. Like many other questions relating to immigrants, there is no consensus on whether the consular IDs should be considered valid......

Can local police enforce immigration violations?

There is no consensus among legal experts on the role that state and local law enforcement should perform in immigration enforcement. Some maintain that state and local officers need specific authorization by Congress to enforce the criminal immigration laws; others believe they may have an inherent right to do so, depending on local laws.Congress has given specific authorization to local law enforcement in certain areas: arresting previously deported felons and noncitizens who have committed the federal crime of re-entry; making arrests for smuggling, transporting or harboring criminal aliens; enforcing immigration laws during "an actual or imminent influx of aliens"; and enforcing immigration laws under special agreements that involve training and supervision by federal officers.Can local police question criminal suspects about their immigration status?The U.S. Supreme Court has ruled that during a legitimate detention, officers may inquire about the detainee's immigration status.

Can local police determine whether someone is an illegal immigrant?

Determining immigration status is not an easy task. Immigration law is complex, and the documents are unusual and often counterfeited. Specialized training is required to give officers the basic ability to determine a person's status.

The last day of tracking was last night. Will and Max from Lions & Tigers came up to Purchase, NY where we finished up the vocal tracking. This is the only collection of songs that I've tracked in the past month and a half that I will not be mixing myself.....

......Hologram was up here in Port Chester recording five songs from Thursday to Saturday. We recorded in this big Jazz rehearsal room at SUNY Purchase that has a huge sound. It was pretty fun recording in such a huge space and getting so much reverb and all that fun stuff! Uh-Huh!....

......Recording with these guys was really great. They are playing at this show "Serpent Fest" in Brooklyn this weekend. Here's the flyer, which is drawn by my friend Jason Roy!

Foster parents in town virtually non-existent

STORY

The Arcuris were excited, scared and nervous all at once last October as they finished their state certification to become foster parents.

Carolyn and Geno, married for 15 years, heard about the dire need for foster families and had decided to ditch their original plan to adopt. They completed a 10-week course and passed a home examination and interviews by the state to become certified........

........... Five days after the Arcuris' foster boys arrived, the court ordered them to be returned to their original family. Just like that, the Arcuris were back to an empty house and working for their event coordination business, Carolyn Dempsey Design Inc., in Port Chester, N.Y.

Physically and mentally exhausted from the 'whirlwind week,' Carolyn Arcuri said they decided they weren't ready to take more children, despite repeated calls from the state.

After a few months of introspection, though, they changed their minds.........

More months went by, and then the two boys the Arcuris looked after in the fall came back, this time for a longer stay. The Arcuris have tried to expose the boys to new experiences too, like going on vacation.

The boys are expected to return to their birth family again at the end of the summer, and that presents a new challenge for the Arcuris.

Seeing the children leave will be difficult, they said, because they have become emotionally attached to them, but they are also proud of how the children have developed.
'Maybe this was our calling,' Carolyn Arcuri said. 'It was all worth it.'

Other Greenwich families should experience the power of making a difference in a child's life, she said.

'It's a perfect opportunity for people in Greenwich to realize there's a need,' she said. 'Just try it once.'

A state order for Westchester to upgrade its sewage treatment plants near Long Island Sound has led to a debate over whether the county should have to do it at all, and, if so, who would pay the bill.

The county has suggested ways to improve treatment at the plants, but at the same time, representatives of County Executive Andrew Spano have asked Gov. Eliot Spitzer for relief.

Deputy County Executive Larry Schwartz stressed that Spano is eager to help clean the Sound, but does not want to hit taxpayers with a whopping bill....

2 more candidates join Rye town supervisor race

STORY

At least two new candidates have emerged to challenge Town Supervisor Robert Morabito in the Nov. 6 election, including the man at the center of the federal voting rights lawsuit against Port Chester.

Besides Democrat Morabito and Republican Joseph Carvin, who announced their candidacies earlier, nominating petitions were filed last week with the county Board of Elections by Salverio Terenzi for the Conservative line and Cesar Ruiz for the Independence line.

A fifth candidate, Marcos Perez, filed a petition to run on the Working Families line, but later declined the nomination.....

...When contacted by telephone Perez, a friend of Ruiz's, said he was on the petition "because Cesar put me there." He said he did not have time to be town supervisor because he had a new job installing carpet that kept him too busy.

Ruiz also declined to comment for now on his reason for backing Perez and a slate of Working Families candidates.

In the race for two seats on the Rye Town Board, Jose Nieves and Ximena Alarcon are seeking the Independence line along with Ruiz. Five Port Chester men were accused Tuesday of riding in a stolen car bearing a stolen plate. Police said Marcos Pena, 23, was pulled over for erratic driving near Oakland Beach Avenue. Pena drove into a residential driveway and claimed that he lived there, until the homeowner came out to ask what was going on, police said. The 1992 Ford Thunderbird that the men were in had been reported stolen from Snap Sales, 305 Willett Ave., Port Chester, at 7 a.m. that day. The Guatemalan Consulate General in New York began issuing the photo identification cards to its citizens in August 2002. To receive a card, an individual must submit a valid passport, a birth certificate or cédula, Consul General Rosa Maria Merida said. The card costs $15.

Brody v. Village of Port Chester, No. 00 Civ. 7481 (HB) (SDNY, July 18, 2007).

County better off selling Playland

This is truly local government at its best: an independent Playland study that will cost the taxpayers thousands of dollars only to be told what we already know. There is no accountability from County Executive Andrew Spano all the way down the chain of "politicos" and that the park is not safe.....

....It is merely luck that has kept this park from experiencing other tragic accidents and nothing else. What do you expect when you have a bunch of high school kids in charge of operations? Playland should be sold tomorrow to Louis Cappelli and or Donald Trump and stop the bleeding now. How about a nice golf course along the Sound? The county can screw that up, too, but at least no one will die!

EX.I.T.E. - or Exploring Interests in Technology and Engineering -Camp, a weeklong retreat run by IBM for middle school-age girls, is the exception. EX.I.T.E. Camp, held at the T.J. Watson Research Center, is part of a global initiative by IBM to interest more young women in science and engineering careers. Yesterday, the 29 girls, chosen from Yonkers, Port Chester and Ossining based on their math and science aptitude.....

Washington D.C. based group offers aid for Port Chester voting rights appeal

A Washington, D.C.-based legal organization, whose leader has ties to a conservative research group, is offering to subsidize the cost of an appeal if the village loses its much-publicized federal voting-rights lawsuit.

A Mister Jollio who lives in Port Chester has sent us an email saying that the Kalutskikh Brothers will be comming to preform in New York City and that they will most likely be staying at his house in Port Chester

Apparently the Kalutskikh Brothers appeared on a show called "Minute of Fame".

I guess it is show simular to American Idol.

Mr. Jollio wants to provide the residents of Port Chester with Video links to their preformances.

I knew they had their eyes on that space. Many years ago, the Tarry Lodge served me up some of the best fried calamari I ever had in the county. Their quality slowly faded, unfortunately. I'm also reminded of the old Amerigo's on the county line in Byrum just up the street. Another nice memory. If Batali and Bastianich acquire that space, I hope it becomes an eatery, and not a wine shop. We'll have to just wait and see.

Futures now at Beaver Meadow

Pro golf tour returns to Concord this week

When Meaghan Francella double-bogeyed the treacherous par-5, 16th hole at Beaver Meadow Golf Course in last year's Duramed Futures Tour event, the Port Chester, N.Y., native was distraught.

She had just thrown away a great chance to win the event - eventually tying for second - and with only four tournaments to play, was unsure whether or not she'd get one of the five coveted exemptions to play on the LPGA Tour in 2007.

Although angry, Francella remained undeterred and went on to finish in no worse than 16th place over the final four events, earning her tour card for the current LPGA season.

The Duramed Futures Tour - the LPGA's Developmental Tour - makes its fourth consecutive stop in the Capital Area and third straight at Beaver Meadow for this year's USI Championship....

...Francella, however, may be the most accomplished of last year's graduates. Currently 18th on the money list, Francella earned her first LPGA win in March in a four-hole playoff against the face of the LPGA Tour, Annika Sorenstam. ...

RFAC Considers Legal Action

Tuesday evening the Rye Brook Trustees approved Kip Konigsberg Bowman Avenue development. One of two things just happened: A. one of the most obvious flood mitigation opportunities just went down the proverbial drain; or B. the buyout price for the land just went way up for Rye City and Westchester County.

If government can’t organize itself a little better, that $50 million over five years Andy Spano set aside won’t mitigate very much.

It was not an unexpected setback for the Rye Flood Action Coalition. The development was approved after one of the Trustees tried to rationalize for 20 min. how she came up to her decision. It sounded more like an apology to us than an endorsement for the project........
