01/19/13 MUTUAL AID NIGHTMARE: Port Chester Ambulance Waiting Times May Get Longer As Port Chester Ambulances Are Diverted To Harrison.


PORT CHESTER ROUNDUP EXCLUSIVE: Because Of Tight Budget Concerns The Harrison EMS Chief Is Planning On Using Port Chester And White Plains Ambulances To Fill The Gap In Harrison.

Harrison EMS operational costs and call volume have increased during each of the last four years,

Harrison Emergency Medical Services' (EMS) funding has remained the same, leaving department Chief Joseph Bilotto concerned that he will have to make some difficult spending cuts 2013.

Harrison is looking at a reduction in EMS staffing and even taking one of department's two emergency trucks of the road. The cuts will be necessary because the costs of insurance, equipment and training continue to increase.

Harrison EMS provides emergency response at fires, car accidents and medical emergencies on a daily basis, providing aid to those in need in Harrison, West Harrison and Purchase. Because of the widespread territory, Bilotto fears that taking a truck out of 24-hour operation will force them to rely more on mutual aid, which could hurt response times.

Bilotto has approached the town board every year since 2008 to request additional funding. Harrison EMS is a third-party to the town of Harrison, but the town pays a $500,000 stipend to the department to help fund operating costs. The remainder of EMS' $2.2 million budget is paid through billing and donations.

Bilotto said the following at a Harrison public meeting....

"I think that if we start stressing White Plains and Port Chester it's going to be a lot longer than nine minutes to get an ambulance, If you're having a heart attack and you're supposed to get treatment within four to six minutes, waiting longer than 10 minutes for an ambulance is going to be detrimental to people's lives."

But no one is talking about how Port Chester heart attack victim could be waiting more than nine minutes to get a Port Chester ambulance that is responding to emergencies in Harrison.

Also other Rye Town residents in Rye and Rye Brook Could be put in danger, because Harrison Mayor/Supervisor Ron Belmont is not properly funding Harrison's Emergency Medical services.

    One thing I like about the Facebook group founded by Keith Morlino,("Making Port Chester A Better Place") is that village residents are trying to be non-partisan and doing what is best for taxpayers.

    This Facebook group has the potential to bring out the best in Port Chester and inspire bipartisan action, not just loyalty to a particular party. 

    Far too long Port Chester has suffered, because greedy self centered takers have been elected to positions of power in this village.

    Port Chester Mayor Dennis Pilla has said....

    All of the Port Chester Board of Trustees need to recognize that there are differing views on what the preferred development plan should be for this site. 

    However, we all agree that revitalizing this vacant and underutilized property and returning it to a productive use is vital for the future of the Village of Port Chester.

    Finally, it seems that Port Chester is waking up and seeking out givers who will put the village first and truly make Port Chester A Better Place. 

    But make no mistake......

    No matter what happens in Port Chester Starwood Capital Group And Tri Pointe Homes CEO Barry Sternlicht, is going to to laughing all the way to the bank once Tri-Point Homes IPO comes through.

    Land pipeline.....

    One of Tri Pointe's advantages is having a pipeline of land from Starwood, which has been acquiring lots since 2007, when prices were falling as demand for new homes collapsed. Selling Starwood land to Tri Pointe is a way for Sternlicht to be involved with both sides of the transaction, said Richard Gollis, principal at Newport Beach, California-based Concord Group, a real estate advisory firm.

    "Having a public builder provides an additional opportunity to monetize their land inventory," Gollis said in a telephone interview.

    "We made a big investment in residential land in '08 and '09 and we didn't lever that at all," Sternlicht said in a Nov. 30 interview with Bloomberg Radio. "We're just waiting for the markets to recover, which they are."

    Starwood controlled more than 21,100 residential lots throughout the U.S. as of Sept. 30.

    Personally, it appears that the honest hardworking homeowners of Port Chester are victims of a "bait and switch" and that Barry Sternlicht and Starwood Capital intended to build hundreds of residential units all along.

    Unfortunately, village taxpayers may be left to clean up the mess, because some Port Chester Officials were wined, dined and pocket lined. 

    As Linda said above, go out and meet the candidates, and voice your opinion what they need to do to make Port Chester a better place.

    I would only add that you should ask each candidate in what their position is on allowing hundreds and hundreds and hundreds and hundreds and hundreds and hundreds and hundreds of rental units to be built on the old United Hospital site.

    Port Chester Residents Are Worried That Rye Town Supervisor Joe Carvin's Cost Saving Parks Plan Will Not Work In The Long Run. 

    Following the termination of the Rye Town parks foreman and his two employees last month. Port Chester residents have raised questions regarding the maintenance and care of the two parks the town oversees.

    Rye Town and Crawford Parks are coveted outdoor spaces for Port Chester residents, and those who frequent their pathways, lawns and sand, have raised some questions.

    Who will change the light bulbs, empty to trash, open the gate to the beach and make sure things are running safe and smoothly?

    However, following the firing of the three town parks employees (and four other Town employees) on Dec. 7, local Port Chester residents have started to speak out about disrepair at Rye Town and Crawford Parks.

    One area resident Deidra Curran released a Youtube of showing broken lights and signs, lights on in the locked bathrooms, and locked beach gate.On January 6, 

    Rye city councilwoman Catherine Parker sent an email to Rye Town Parks Commission Chairman Joe Carvin expressing concern that safety is at risk.“You would do well to follow the example of former NYC Mayor, Rudy Guiliani, who understood that this kind of neglect becomes the tipping point for vandals to start to think no one cares about the property, and to then do further harm,” Rye city councilwoman Parker wrote.

    Rye Town Supervisor Joe Carvin basically has just passed the buck and said that that his secretary, Bishop Nowotnik is the head of facilities management now, and he needs to do more with less. 

    The supervisor has also expressed that the town expects the volunteers at the Friends of Crawford Park and Rye Town Park community organizations to do more to help out.

    Laura Klein, the President of Friends of Crawford Park has said that she is concerned about the future of the park.

    The problem is that year over year the Joe Carvin has cut services to our parks.

    Greenway Property Services (GPS) now has a contract through March, 2013 to provide one worker who works half time Monday through Friday to empty trash at the parks and one handyman on Fridays to tend to general maintenance issues.

    Just about everyone, but Joe Carvin understands that this is not enough manpower to properly maintain our parks.

    GPS will report larger issues to Bishop Nowotnik, so that they can be bid out at an additional cost to the town Of Rye.The total cost for the two part-time GPS guys is about $1200 a week.
