Destiny of 2 towns lies in tiny Rye Neck

But, But, But, Port Chester Residents MIGHT Be Able To Save $25 on a $500,000 property if everything they have been told is true....

Destiny of 2 towns lies in tiny Rye Neck

It all comes down to Rye Neck. Described as everything from an orphan to a crucial part of the puzzle, the 1-square-mile section of the Village of
Mamaroneck could decide the fate of the Town of Rye.....

In one of the most complicated municipal configurations around, Rye Neck constitutes one-third of the Village of Mamaroneck. However, it is also part of the Town of Rye, but is cut off from Port Chester and Rye Brook, the two contiguous villages that make up the rest of the town....

....“It’s an absurd idea,” said Valerie O’Keeffe, the former Mamaroneck supervisor. “We want to dissolve villages into a town, not the other way around.”....

...However, the tax rate in the remaining part of the Town of Mamaroneck would rise by 42 percent, as a result of losing its village tax base....

....Former Mamaroneck village Trustee John Hofstetter called the CGR study “incomplete.”

“It does not fully explore all the options for the village. The best option would be to merge the Town of Mamaroneck with the villages of Mamaroneck and Larchmont,” Hofstetter said. “The idea is to get rid of a layer of government, not carve more municipalities into smaller ones.”

Rye Town Supervisor Joe Carvin said he lacked the support of the Port Chester, Rye Brook and Mamaroneck mayors....

....n Rye Brook, which would have to create a court function, a house of that value would see $22 in costs, for a net $3 annual savings....

“Mr. Carvin is wasting money with the study,” O’Keeffe said.

  • Bart Didden Considering the aesthetics of a crumbling bulkhead, that our Mayor can't seem to get replaced after SIX years with a long lasting steel bulkhead (like everyone else uses on rivers in the Northeast), those ugly poles saddled with an equally ugly equipment cabinet are in perfect harmony to ruin any view that might be left.

  • Michael Bambace And what will these cameras be watching? The Byram
River which has no boats in it 6 months a year or the cars in the parking lot? I never read a patch article than mentioned any crime by the waterfront. Was this really a priority or could there have been alternative places in the Villiage where the cameras could be more useful?

  • Dennis Pilla Michael, the cameras will monitor the promenade walkway, not the docks or parking lot. We have had a number of incidents there, including one very serious. The area is pretty hidden from view. Unfortunately, under the grant, only certain areas like parks were eligible. The promenade walkway is considered a park. We also installed them in a few other parks to safeguard our investments there. I hope this is helpful. Best wishes for a happy new year.

  • Brian Harrod I wonder if the cameras will monitor that modified Bronx amusement ride Owned By Bill Freenz of Greenwich.

Maybe the Department Of Environmental Protection can use the cameras to document the Showboat's two porta potties dumping raw sewage into the Po
rt Chester side of the Byram river.

Or maybe an grieving family member can sue the Village of Port Chester for millions after they use the freedom of information laws to get video footage of a family member falling of the unrailed structure.

These and many other liability reasons are why this "boat" with no engine had to leave Greenwich Harbor.

And I can only assume that the same liability concerns is why the showboat did not make its much trumpeted move to Mamaroneck two years ago.

God forbid if a fire breaks out while Bill Freenz and his band are playing at parties hosted on board on this modified Bronx amusement ride from the 1950's.

This could be worse than the infamous Port Chester Gulliver's fire that is still one of the deadliest entertainment venue fires in America.

How soon we have forgotten about those twenty-four young men and women who were killed by the smoke and fire, their cars sitting in the parking lot, their parents at home waiting for them to return.

For those who survived, the fire's impact has barely faded. In addition to abiding mental pictures of piles of discarded shoes, of soot-stained lips, tongues and nostrils, of friends last seen in the darkness of panic, they have been left with permanent fears of crowded theaters and buildings where they cannot make hasty departures. And memories of youth have lost the hues of frivolity and fun.

In the aftermath, some municipalities put safeguards against fires into effect, but it was not until 1980, when a blaze at Stouffer's Inn in Westchester killed 26 -- that lawmakers in Albany overcame landlord resistance and approved tougher fire safety legislation.

I thought Port Chester said, "NEVER AGAIN" after the Gulliver's fire.

There never are any ceremonies on July 1st marking the anniversary of the Gulliver's fire, none of the communal reflection that persists long after such hometown disasters.

Maybe if there was such an annual ceremony then fire safety at entertainment venues would remain on our minds in Port Chester.

In the meantime may God protect those drinking on that floating party band structure in the Byram river.

This post is inevitably political, but if the forum is indeed "Making Port Chester a Better Place," then hopefully this endorsement will be welcomed.

Gene Ceccarelli, sometimes referred to as the "8th Trustee" for Port Chester, is running for a Board seat on March 19th. Having lived here for close to ten years, I can say that Gene's dedication to this town is undeniable. He belongs on that board because he has consistently shown the moral courage to speak about matters that mean the most to the average residents of this town.

Aside from his hard work on the Waterfront Commission and the Comprehensive Plan Committee, Gene's also served for the Port Authority Police in New York City. Public service is simply in Gene's heart. Where your typical politician is solely interested in power and ego, Gene's an altruist to the core.

This year they are showing up in each other's pulpits to talk about how they have been inspired by the legacy of Dr. King and how our congregations can share in the power of Dr. King's vision of a beloved community where we embrace diversity, practice compassion and speak for justice. Rabbi Jaymee Alpert will preach at All Soul's, Rev. Bruce Baker will lead worship at St. Peter's, Fr. Hilario Albert will preach at St. Paul's all on Sunday January 27th. Pastor Jim O'Hanlon will speak at Congregation KTI on January 19th at the 9:30am Sabbath service. Pastor O'Hanlon will also lead worship together with Fr. Albert at St. Paul's service of Holy Communion at 9:45am. The services at All Soul's and St. Peters' will be at 10am. On March 19, village voters will elect a mayor and all six members of the Board of Trustees. Residents can vote up to a week before Election Day for the board. Port Chester is the first community in the state to allow early voting to increase access. Residents will be allowed to vote at village hall from March 12 until March 16.

Port Chester’s housing violation amnesty program, which is aimed at easing penalties for work done on homes without permits, will continue for four more months.

The rink would be called Quinn Memorial Arena in honor of CEO Steve Connally’s deceased son, Quinn.

The company is hoping the facility can be open by Sept. 1, in time for the start of next year’s hockey season.

The Rye Brook Planning Board is scheduled to re-address the application at 8 p.m. Jan. 3 at Village Hall.

In 2013, The Capitol Theatre will be headlined by Little Feat and Leon Russell, Guster, Morriessey, Dwight Yoakam, Trey Anastasio Band, Pat Benetar & Neil Giraldo, Yo Gabba Gabba! The historic venue reopened in early September and has hosted more than 40 shows since.
  • Brian Harrod And there are so many more good things ccming Port Chester's way in 2013 if we keep trying to make Port Chester a better place.
  • Brian Harrod Also.....

After five years of public discussion, the village finally has an official development strategy with a long list of goals: a wider mix of downtown uses, a halt to growing density in residential neighborhoods and more activity along the water
    front.

This is the direction the community wants to go.

Zoning changes recommended by the plan will not take place until early next year, after a separate hearing process.

The good news is that things won’t be arbitrarily done in the future and that we can preserve what’s left for our waterfront, to make it a destination.
