Money Losing Rye Town Park Wants You To Know It's Going To Go Further in debt By Blowing A Huge Wad Of Tax Dollars To Mail You A Pre-Election Letter In May

Rye Town Supervisor Joe Carvin ONCE Again Puts His Hand In Port Chester Property Owners Pockets So He Can Grab Some Money And MAIl A Letter That Says "Look At Me, I AM GREAT. OH And By The Way, VOTE FOR ME"
In a PR release, the local media was notified by Rye Town Confidential Secretary, Bishop Nowotnik that the park has "increased the value of permits" by having them include free beach access. Plus discounted daytime parking, free parking on the Wednesday and Friday fireworks nights at Playland and discounted parking during the pre- and post-season period in April, May and September.

Oh Goody !!!!!
Now back to the taxpayer funded pre-election letter. All we know is they are sending it to all the households in Port Chester, Rye City, Rye Brook and Rye Neck sometime in May.
They could have sent Rye Town Roundup, a copy of the letter and we would have printed it for free, saying Rye Town tax payers thousands of dollars..

Maybe Joe Carvin has not written the taxpayer funded pre-election letter yet?

Maybe the heightened suspense will keep everyone talking about how Rye Town Supervisor couldn't stay with in his million dollar park commission budget.

City Of Rye Claims It Was Blindsided By The Carvin Administration

Rye Town Park Prepares For Possible Rye City Audit At April 26th Budget Showdown

Problems at Rye Town Park came to a head several months ago when a projected annual deficit of around $40,000 in September swelled to more than $140,000 in December during the three months when the park was basically closed.

That amount included more than $50,000 in unemployment insurance. Mayor French maintained that kind of last minute "surprise" made balancing a budget unpredictable, and he and Joe Sack, a Rye City Council and Rye Town Park Commission member, insisted that kind of inaccurate financial forecasting had to be addressed before they would vote on the $1 million-plus budget for the upcoming season.

In terms of the park's finances, Rye Citizens Finance Committee member Paula Schaefer has suggested several streamlined accounting procedures such as regular monthly financial reports, which would be available to the Commission on a regular basis. That would help do away with mismanagement and unpleasant surprises.

The Commission will next meet on April 26 at Rye Town Hall in Port Chester to discuss all these issues and vote on the park's 2011 budget.

Mayor French is demanding an audit the park's accounting practices, after a review by the city's finance committee.

Rye Town Park operating at a loss and that loss has to be covered by both the town and city of Rye. The Rye Town Supervisor Joe Carvin's 2010 park budget missed its projections by more than 10 percent.

Mayor French said an operating loss of $62,000 was originally projected for 2010, but commission members were told in January that it would be $142,000.

The total operating budget for the Rye Town Park is approximately $1 million.

Paula Schaefer, who ran the review for the city's financial committee, presented her findings to the City Council Wednesday. She concluded that the Carvin administration could benefit from updating Rye Town Park's records as the year goes along, rather than just totalling certain budget lines at the end of each year.

Another change, which could take longer, would be for Rye Town Supervisor Joe Carvin to change the status of the park's employees to "seasonal." Such an adjustment would prevent those workers from claiming taxpayer funded unemployment benefits, which results in an Rye Town Park added cost,

Mayor French said the basic accounting changes could be implemented relatively quickly if Rye Town Supervisor Joe Carvin is willing to make the needed changes.

Otherwise Rye will have to demand a full audit of the Carvin administration's management of Rye Town Park.

This is just government inertia on behalf of the Carvin administration, and the City of Rye has decided that they need to change this, in order to protect property owners from Rye Town Park deficits.
