Code Enforcement: Irving Ave. Eyesore 'Will Be Dealt With'

Building officials in Port Chester haven't forgotten about a partially-collapsed building on Irving Avenue, and the eyesore "will be dealt with," Code Enforcement Director Christopher Steers said.
The issue was raised Thursday by Patch readers, who called attention to the 303 Irving Ave. building in the comments section of another code enforcement story. Along with a gaping hole in the partially-collapsed roof, the building has also been spray-painted with graffiti.
"If you're stuck at the light and look up you can see the sky through the side window," reader William Beadle wrote. "I've e-mailed the code enforcement office about this because I feel it's a public hazard and no action has been done."
Readers were responding to a Wednesday article about a code enforcement database dubbed "a wall of shame"....

...."The property owner, Peter Sinis is making arrangements to have an engineer assess the structural integrity of the building and have an architect draw up plans for the renovation, if it can be saved," Gray wrote. " I expect to hear back from him within a week."

It's not clear what happened afterward, or whether the case was shelved due to ongoing problems at the building department in the wake of a criminal investigation. Sinis couldn't be reached for comment.
The building department was closed down earlier this month by police as part of the ongoing investigation. This week, the Board of Trustees voted to hire a new building inspector, and Steers said residents should expect a resolution soon.....

In Port Chester, which is among Westchester's poorest villages, attendance is up at the soup kitchen run by St. Peter's Episcopal Church on Westchester Avenue, the Rev. Hilario Albert said.

Usually in the summer, 40 or 50 people come for the free dinner that the church provides on Sunday and an interfaith group provides on Monday. This summer has brought about 75 diners a night. But Albert noticed the change in the economy even this past winter, before gasoline prices reached $4 a gallon, he said. In the winter, the number of diners per night doubled from 75 to 150, Albert said.

"Now we even see people who have jobs coming to eat dinner," he said. "And we see an increase in people on Social Security coming in. Sometimes it's a decision - buy food or buy gas - and they say. 'If I have $20 and I can get food for free on the weekend, then I can use the money for gas or food during the week.'"

Seven more municipalities in the region now have more minorities than whites, bringing the total to 16 in Westchester, Rockland and Putnam counties, according to U.S. Census figures released this week.

New Rochelle, White Plains, Yonkers, Brewster, Rye town, Haverstraw and West Haverstraw now have Hispanics, blacks and Asians making up more than 50 percent of their respective populations....

....Elmsford, Peekskill, Port Chester, Sleepy Hollow, Spring Valley, Mount Vernon Ossining, Hillburn and Haverstraw village already have more minorities.

In New Rochelle, which had its overall population reach 77,062, whites now make up 48 percent of residents as opposed to 56 percent in 2000, according to Census figures....


...The Census encourages undocumented immigrants to participate in the count and in some cases adjusts the counts when studies find that undercounting is likely. Still, many high-immigrant areas complain of undercounts. (Mayor Michael Bloomberg, for example, believes Census workers undercounted large immigrant areas.)....
