07/20/11 Rye Town Supervisor Joesph Carvin Reported On His Continued And Substantial Losses At Rye Town Park (Updated)

Rye Town Supervisor Joe Carvin will chaired a meeting of the Rye Town Park Commission last night to discuss how the Carvin administration will deal with another year of mounting losses at Oakland beach, as well as, the latest expensive Carvin RFP (request for proposal) on automated parking and beach access system.

Many Port Chester, Rye Brook, Rye City and Rye Neck taxpayers say that Mr. Carvin's obligations at Altima Partners has prevented the Rye Town Supervisor to properly manage Oakland beach. Last property owners had to make up an unnecessary loss.

However, some park commission members have said that Supervisor Joe Carvin has put in controls that may prevent or limit the deficit. This is very critical in 2011, because Supervisor Carvin promised that there would be a surplus at Rye Town Park, before his term was up this year.

Commission members have said to prevent a deficit this year the Rye Town budgeted expenses may be cut from $980,000 to $950,000 mainly by cutting employee hours. Security and life guard hours would not be cut.

It is rumored that pre-season park income was almost non-existent for some reason and was about $20,000 less than last year. Park employees say that the beach only made about $1,200 this year on July 3rd compared to $45,000 last year.

Meanwhile, the Friends of Crawford Park will focused on ways to beautify the other Rye Brook park that Mr. Carvin has ignored. The Friends of Crawford Park met last night at Crawford Park mansion, 122 North Ridge St., Rye Brook.

Conservative, Democratic, Independent And Republican Voters Are Starting To Say That The Town Of Rye And It's Parks Are Suffering, Because The Joe "AWOL" Carvin Is Too Often Missing And Can't Be Found When Critical Decisions Must Be Made;

Everyone in Port Chester And Rye Brook Remembers When Gary Zuckerman And His Buddies Came Up With The Dim Witted Idea Of Hiring A Private Company From Arizona To Be The Rye Brook Fire Department.

Gary Zuckerman told Rye Brook residents that everything looked good on paper. Rye Brook would tell the Port Chester Volunteer Fire Fighters to take a hike and then "privatize" the villages fire protection services. Everything went great till that big ole house in Rye Brook burned to the grown.

Rye Brook residents then wanted to tar and feather Gary Zuckerman and his buddies when they found up that their required escrow account payments went through the roof.

Later other Rye Brook residents, had to clean up the mess that Gary Zuckerman and his buddies created, by putting their tails between their legs and asking for a new fire service contract from the village of Port Chester.

03/23/11 Rye Town Supervisor Joe Carvin Should Issue His Own Pink Slip

Rye Town Supervisor Joe Carvin has a goofy plan to dissolve the 350 year old Town of Rye.

Joe "The Harvard Educated Fool" Carvin wants to eliminate the small amount of the $3.6 million budget, that the 8,000 some properties in Rye Brook support.

The Harvard Educated Fool wants the tiny village of Rye Brook to collect it's own taxes taxes, conducts it's own property assessments and pay to maintain all of crawford park and possibly have to pay more to access the Rye Town Park Beach.

But the Harvard Educated Fool wants the little village of Rye Brook to set up it's own court system.

Joe Carvin failed to mention that the village of Rye Brook will need to hie about 18 full time unionized employees and several part time people.

Currently the village of Rye Brook pays less than two million something million in non-union salaries and benefits. And most of that cost is picked up by Port Chester.

Mr. Carvin, a manager at Altima Partners, a London-based hedge loot management firm, that has become the latest hedge fund manager that needed to build up its in-house legal capability.

Recently, Altima Partners made headlines when its legal chief Ursula Newmanjumped from the ship of rats and went to another firm..

Clueless Joe Carvin has flushed $50,000 in tax dollars down the toilet studying " What do the hard working nonunion employees of the town of Rye do?"

Carvin's bone headed move comes amid a state-wide push to consolidate more than 4,000 local municipalities in an effort to pare away layers of bureaucracy that drive up costs and taxes.

New York State is pushing for consolidation by folding villages, back up into towns or by combining villages and school districts, but the Harvard Educated Fool is going into the wrong direction by folding the Town into two separate villages.

And even though Joe "The Harvard Educated Fool" Carvin has spent $50,000, he still can't tell Rye Brook residents what he is going to do about unincorporated areas of the town like the Rye Neck section, which has it's own school system and is on the other side of the City Of Rye.

What is going to happen to Rye Neck?

Is the village of Rye Brook going to annex this area?

Will the village of Rye Brook now have to deal with three school districts instead of the current two school districts?

The problem is particularly acute in Westchester, Rockland and Nassau counties, all among the top 10 counties with the highest property taxes in the U.S., according to an analysis of Census data by the Tax Foundation.

This all sounds good to hear let's dissolve part of our government.

The current push has yet to yield any village or town consolidations.

Last year's New York State budget halved the state's $11.5 million appropriation to fund efficiency grants, and under the Governor's budget cutting ax next year's budget is likely to chop away at the remaining $5 million.

Dissolving local entities isn't easy.

Most Rye Brook residents are not interested in picking up the bulk of the $4.6 million Carvin Administration debt.

Every election year Joe "The Harvard Educated Fool" Carvin comes up with a dim witted plan that sounds good that sounds good in theroy, but won't work in the real world.

Remember three years ago, when Carvin had the birdbrained and silly solution that would have merged Port Chester, Rye Brook and everything into the City of Rye.

The City Of Rye split away from the town in 1942, because it did not want to be associated with Rye Brook and Port Chester.

Was Joe Carvin even around when both the Rye City and the Rye Brook police departments went nuts when Gary Zuckerman pushed to consolidate both police departments.

When push came to shove and all options were put on the table, the voters shot down Gary Zuckerman's unworkable idea.

Now we have a new Rye Town Supervisors election and Joe Carvin has a new dog and pony show: "I am garnering support for dissolving the Town of Rye."

Mr. Zuckerman, an attorney is feeding Joe Carvin this idea. The problem is that Zuckerman and Carvin are fiddling as Rye Town burns.

Now Zuckerman and Carvin want Rye Brook to hire a unionized employee and pay other unionized employees overtime to run Rye Brook elections.

And guess what?

That new election totally ran by and paid for by Rye Brook tax payers will include a new Rye Brook Village Judge who needs a unionized court clerk to handle tickets from the Rye Brook speed trap.

I wonder if a lawyer like Gary Zuckerman would be interested in being Rye Brook's first village judge. Maybe Zuckerman could hire his wife to be the new unionized court clerk, who will probably need a part time unionized assistant to help her with the paperwork.

Maybe Zuckerman has eye on taking over the $131,000 the town of Rye spent on legal expenses.

But Joe Carvin and Gary Zuckerman can find things to cut in order to fund this massive expansion of Rye Brook government.

Hey they could cut the $3,500 that the Town of Rye gives to veterans.

If Gary Zuckerman and Joe Carvin's idiotic plans sounds confusing, it's because it is.

Mr. Zuckerman, who has been angeling for he can profit by gutting of Rye Town for more than a decade.

But everytime Rye Brook taxpayers to study Zuckerman's ill informed proposals, they reject them.

Gary "Let's Make Rye Brook Government Huge" Zuckerman and Joe "The Harvard Educated Fool" Carvin just can't reasonably figure out what governments should provide and at what costs.

If someone offered Zuckerman and Carvin $50,000 to study folding all of Westchester County into Rye Brook, they would take the money in a New York minute and tell us it's the best idea since the pop up toaster.

The fact is that taxpayer funded study after taxpayer funded study has shown that savings are only going to come from merging village services with Port Chester or by combing the Port Chester and Blind Brook school districts.

And that's a bridge that Rye Brook is just not ready to cross yet.

Taxpayer study after taxpayer study has concluded that real savings would only come from dissolving the villages into the town.

Rye Brook taxes shot up exponentially after they formed a village to take over services already provided by Rye Town in the 1980's.

What ever happened to Joe Carvin's four year old election promise to bring the Rye Town tax rate to zero, by using his business expertise to run Rye Town off of the interest on tax payments.

It looks like it was just another one of the Harvard Educated Fools pie in the sky promises to Rye Brook taxpayers.

League Of Women Voters Forum Was Ba Ba Ba Ba Booooooring ........

Port Chester Residents Looking For Fireworks Were Disappointed Last Night

Last Nights’s public forum for the Port Chester mayoral candidates brought a few differences between Bart "The Bigot" Didden and Port Chester Mayor Dennis Pilla.

The decision on whether to spend another million dollars to appeal the voting rights decision,

Overall, incumbent Mayor Dennis Pilla clearly demonstrated progress on everything from code enforcement to corruption-fighting within the ranks, while Republican nominee and Trustee Bart Didden repeatedly tried in vain to put together an argument of “mismanagement.”

Mayor Dennis Pilla noted the recent upgrade of Port Chester’s bond rating to its highest ever, coming despite declining sales and mortgage taxes.

A couple times, the candidates were asked what they would do to foster more unity and tolerance among village residents.

Extremist TEA Party Lunatic Bart "The Bigot" Didden avoided the question by saying, “The divide is between government and the people.”

Mayor Dennis Pilla said the community is mainly tolerant but that the board itself had to set a more civil tone, rather than fan the flames.

“If you watch the meetings on TV, and I don’t mean to disparage, but it’s as though they’re throwing lighter fluid on a fire that’s already partially lit,” the Mayor Pilla said.

One specific policy difference that I hadn’t heard before was on the potential for sharing services with Rye and Rye Brook.

Mayor Dennis Pilla said he and the village manager met recently with Rye about sharing code-enforcement functions and fire services. He noted that Rye Brook already pays a fee in return for service from volunteer firefighters.

Bart "The Bigot" Didden dismissed the notion that the wealthy, less-racially-diverse neighboring communities wanted any deals with Port Chester.

“You think Rye Brook wants a lot to do with Port Chester? Asked Extremist TEA Party Lunatic Bart "The Bigot" Didden.

The City of Rye, they don’t want us over there. They don’t want us in their park, they don’t want us on their beach, and we have to maintain our rights and our ability.”, Extremist TEA Party Lunatic Bart "The Bigot Didden Continued.

It looks like Extremist TEA Party Lunatic Bart "The Bigot" Didden is arguing that those Rich WASPs in Rye And those Rich Jews in Rye Brook want nothing to do with those down and out Guidos and Wet Backs in Port Chester.

It sort of reminds one of when Bart "The Bigot" Didden's racist political flier said,"The Hispanics Are Running The Show In Port Chester." and when when Bart "The Bigot" Didden's racist political flier continued with,"Don't elect carpet baggers [ie. Hispanics], elect people who care about our history, heritage and what our kids will be told about us in the future. Are we to be known as racists or law abiding free Americans?"

02/25/10 Rye Town Supervisor Joe Carvin Wants To Stick It To The Port Chester Old Timers Club

Joe "The Harvard Educated Fool" Carvin And His Nit Wit Helper, Bishop Nowotnik, Also Want To Hurt church groups, the arts council and an Italian-American fraternal organization.


Port Chester Community groups have long enjoyed free access to an elegant venue for their gatherings and sporting events — the Crawford Mansion and its grounds.


Rye Town Supervisor Joe "The Harvard Educated Fool" Carvin Is Always Trying To Spoil The Party For Non-Profit Groups That Do Good Works In Port Chester. Many Port Chester Non-Profits Use Crawford Mansion To Raise Funds For Children Seniors, The Poor And Disadvantaged.


First the heartless Rye Town Supervisor stopped letting members of police, fire and emergency agencies to use the government owned mansion at no charge.


Then the Harvard Educated Fool stopped allowing the Port Chester / Rye Brook Chamber Of Commerce From to use a second-floor office at no charge — a deal that the chamber enjoyed for six years.


Carvin ordered the chamber to pay rent, along with the construction of a fire escape to meet insurance demands, the chamber moved to a $300-a-month rental office at Port Chester Village Hall.

Throw Port Chester seniors off of the Rye Town beach?


Will Port Chester's Elementry Schools Still Be Able To Use Crawford Park?

But Shawn Cohen, the North Salem reporter for the Journal News did ask questions about why the Port Chester Police Department did not arrest and hold a sex offender on a detainer warrant.

A convicted sex offender remains on the run after various law enforcement agencies failed to act on a felony arrest warrant ...

..."At the time we were called regarding the bail application, we were not aware that there was any kind of a warrant," said Lucian Chalfen, spokesman for the Westchester District Attorney's Office.

A Port Chester police officer, however, said he informed a county prosecutor about the California warrant. A state police investigator, meanwhile, said he told the District Attorney's Office about the federal detainer, issued so Broudwiack could be held for deportation proceedings....

...when Port Chester police stopped him in September for a faulty brake light, his criminal history did surface.

Officer Walter Alcivar ran a computer check and learned that Broudwiack's driving privileges had been revoked twice. He also found out about the California warrant, which revealed the sex-crime conviction.

Alcivar said he called police in California to check on the case and was told that they weren't willing to extradite him. The warrant, in fact, notes "no extradition outside California."

The Sheriff's Department claimed it never got the call, though it wishes it had.

"If we had known the guy was in custody," spokesman Steve Whitmore said, "the Sheriff's Department would have gone back to the district attorney and asked them to amend the warrant so we could have retrieved him."

Regardless, the Port Chester officer followed up by researching New York's sex-abuse registry. He found out that Broudwiack had never registered as a sex offender in New York, though he was required to do that.

Alcivar said he called the Westchester District Attorney's Office and asked Assistant District Attorney Fred Green whether he could arrest Broudwiack on the misdemeanor offense of failing to register. Alcivar said he also mentioned the California warrant.

So Port Chester charged him with aggravated unlicensed operation, a misdemeanor. He posted $200 bail and left.....

Obviously the Westmore Snooze Knows Nothing About The Communication Break Down That Prevented A Sex Offender From Being Arrestted And Detained In Port Chester.

RFAC Considers Legal Action

Tuesday evening the Rye Brook Trustees approved Kip Konigsberg Bowman Avenue development. One of two things just happened: A. one of the most obvious flood mitigation opportunities just went down the proverbial drain; or B. the buyout price for the land just went way up for Rye City and Westchester County.

If government can’t organize itself a little better, that $50 million over five years Andy Spano set aside won’t mitigate very much.

Accident blocks westbound lane of I-287 in Rye Brook

RYE BROOK - A one-car accident shortly before 10 a.m. today on the Cross Westchester Expressway was blocking the right shoulder and one lane of westbound traffic near the Hutchinson River Parkway, police said. via Journal News

There were 22 contestants who were 18 years or younger.

Daniel is only 12 years old and is a member of the Blind Brook High School Chess Club.

The Canceled Library Meeting Will Now Be Held On January 23rd.

The Port Chester And Rye Book Board Of Trustees will sit down with the Port Chester Public Library Board headed by Kathleen Giofree.

Hopefully, NYU Professor Allen Zerkin will still moderate the meeting.

Supposedly, Professor Zerkin is an expert at governmental conflict resolution.

The last meeting was cancelled, because Mayor Logan ssays he forgot to look at his calendar, and he latter discovered he had some kind of conflict.

Many residents want to know what was more important than our library.

Court Won't Hear Eminent Domain Case

The Supreme Court on Tuesday refused to consider a property rights case involving a redevelopment project in New York state where businessmen are fighting local government efforts to take their land.

The businessmen say the village of Port Chester, N.Y., filed a condemnation petition to acquire their property the day after the businessmen rejected what they said was a demand by the project developer for $800,000.

The developer allegedly was demanding the money or a 50 percent interest in the businessmen's own project to put a CVS Pharmacy on the site.

Logan Screws Up Library Meeting

The January 17th meeting that was set up to to help the Village Of Port Chester Board Of Trustees , The Village Of Rye Brook Board Of Trustees and the Port Chester Public Library has been cancelled by Mayor Gerald Logan.

The meeting was to be held at the Senior Citizens on Grace Church Street.

Mayor Gerald Logan had ssome lame excuse that he forgot to look at his calendar and he did not realize that he had something more important to do.

The Meeting should of went ahead with out Mayor Gerald Logan. The Deputy Mayor and the other five members of the Port Chester Board Of Trustees would have done a fine job with out Mayor Gerald Logan.

Actually, with Logan gone maybe something might actually get done.

Many folks around town have been saying that maybe Mayor Gerald Logan is delaying the meeting in order to help his family members who are heavily involveed in the Port Chester Library.

Bruno & Kathleen Giofree will be away in February.

And nothing can be agreeded to if the Library President (Kathleen) and its attorney (Bruno) are not there.

The Post Office Has Taken 11 Blue Mail Boxes From The Residents Of Port Chester

The local Post Office has removed about a third of the mail boxes from the streets of Port Chester and Rye Brook.

22 Mail Boxes Remain In Port Chester and Rye Brook.

Many Port Chester Village Residents are upset at the removal of the blue.

The biggest complaint is that there was notice from the local Post Office.

Further, many residents feel that these notices should have listed the site of next nearest street side mail box.

Library And Villages Gear Up For Meeting On January 17th

A big meeting about the future of the Port Chester Public Library will occur in a few days.

The Port Chester & Rye Brook village boards and the Port Chester Public Library Board will meet at the new Port Chester Senior Center.

When Rye Brook and Port Chester got into a dispute about the funding of the library, Rye Brook contracted with Pace University to do a study of its library options for a fee of $20,000.

Port Chester Trustees Dan Brakewood and Dennis Pilla hoped the study woul be completed before the Januarry 17th joint meeting.

However, Mayor Lawrence Rand now says results of the study should be availablle at the end of this month. It is crazy that Rand and the Rye Brook Board of Trustees is wasting $20,000 for this study.

Almost, everyone in Rye Brook and Port Chester knows that the residents of Rye Brook are getting a hell of a deal.

Port Chester Public Library will soon be sending their request for funding to both Rye Brook and Port Chester.

Hopefully every thing will be worked out at the January 17th Meeting.
