Long-time Republican insider and the brother of Rye Town Supervisor Joseph Carvin, has been hired by Port Chester's Republican trustees for $750 an hour.


Thanks to Sam Terenzi and Bart Didden, Port Chester taxpayers are on the hook for a total cost of $225,000 to fight the Department of Justice this week.


Port Chester Homeowners and responsible local leaders are crying foul. 


Micheal Carvin, of the firm Jones Day, will now prepare to appeal a federal judge's decision that declared Port Chester in violation of the Voting Rights Act.


Port Chester's initial legal battle with the justice department cost the village $1.2 million. Opponents of the decision to appeal say the new $225,000 legal bill could balloon and eventually rival what Port Chester has already spent.


The decision to hire Michael Carvin comes as the Town of Rye – which includes Port Chester – is taking a look at its own ethics policies.


They had to get the Rye Town Supervisor's brother hired before the spotlight was put on government ethics policies.


Port Chester Mayor Dennis Pilla has said the village policy requires a minimum of three bids, and the four Republican and Conservative trustees who voted for the appeal–Kenner, as well as Trustees Bart Didden, Sam Terenzi and John Branca–should have interviewed more than the minimum three candidates to dispel even the appearance of nepotism or a conflict-of-interest.


The Port Chester purchasing policy is very clear it says that need at keast three bids.


Hiring Michael "Ka Ching Ka Ching Ka Ching" Carvin could hurt Port Chester's case since the original decision painted Port Chester as an exclusionary village that disenfranchised minority voters in favor of insiders and a majority voting bloc. 


Republican insiders keep getting rich off these failed voting rights cases.


Last time, the losing attorney representing Port Chester in the case was Anthony Piscionere, the former chairman of the Rye Republican Party.

This case is about the Port Chester system looking closed. 



Port Chester's political system looks closed when the board of trustees brings in the Republican chairman and the Republican supervisor's brother to be the lawyers.

5A Port Chester mayoral candidates’ debate will be sponsored by the League of Women Voters on Wednesday, March 2 at the Port Chester High School.

The starting time is 7:30 p.m.

Extremist TEA Party Lunatic Bart "The Bigot" Didden and Port Chester Mayor Dennis Pilla will discuss the issues in the upcoming March 15th election.

The forum will be broadcast on Port Chester Public Access TV and lets see if the League of Women Voters are brave enough to address Bart Didden's racist views.

Tips For Bart "The Bigot" Didden

1. Repeat question to buy yourself more time.

2. When questions come up about your racial views on Hispanics read from the index cards the Republican Party has given you. Stick to the script. "It was four years ago","I was a political neophyte", "I now have come to regret those comments", etc., etc.

3. Does the question have any of the words that Sam Terenzi made you memorize. If so, then give a canned response, even if it ignores the League of Women Voters question.

$. Try not to appear angry on cable TV as you lose the debate.

We need Port Chester Mayor Gerald Logan and the Port Chester Board of Trustees headed by Trustee Daniel Colangelo to establish wide-ranging efforts to detect and eliminate fraud in Port Chester government.

Every taxpaying homeowner knows that ftaud increases the taxes that they have to pay to the Village of Port Chester.

Fraud also drains the general fund of the village and steals ftom the residents of Port Chester.

Moreover, fraud causes vital village services to be cut.

Not many homeowners are aware that Port Chester Mayor Gerald Logan and the Village Board
of Trustees headed by Trustee Dan Colangelo have voted to cut the weekly trash pickup.

Why is the weekly trash pickup going to be cut?

Because the Port Chester Mayor Gerald Logan and Board of Trustees headed by Trustee Dan
Colangelo say they don't have the $150,000 need to pay the men to do the weekly pickup.

That's right; Mayor Gerald Logan and the Board of Trustees headed by Trustee Dan Colangelo
have voted that the weekly trash pick up will be cut to twice a month.

This is new Port Chester service cut is scheduled to happen couple of months after the villaee elections in March.

This is why Mayor Gerald Logan and the Board of Trustees headed by Trustee Dan Colangelo
must direct all of the Port Chester Village departments and agencies to set up anti-ftaud measures.

All of the taxpaying homeowners expect that Mayor Gerald Logan and the Board of Trustees
headed by Trustee Dan Colangelo will use their hard earned tax dollars wisely, efficiently and
fairly. Every taxpaying homeowner knows that those who deftaud the village increase costs and
rob citizens of vital services, like weekly trash pickups.

Mayor Gerald Logan and the Board of Trustees headed by Trustee Dan Colangelo could target
fraud in Port Chester Government by directing all village departments and agencies to:
  • Develop their own anti-ftaud measures and report those efforts to Village Treasurer and Clerk Anthony Siligato by March 1, 2006.
  • Designate a staff member to implement ftaud prevention and ftaud elimination activities. Identify policy and organizational changes and provide a set of recommendations for the
Port Chester Board of Trustees need to improve fraud detection and prosecution efforts.

Anthony Siligato, who is the Port Chester Village Treasurer and clerk could be,
designated the village-wide anti-fraud coordinator.

Mr. Siligato would be the new Anti-Fraud Czar of Port Chester.

The first thing Village Clerk and Treasurer Anthony Siligato should do is prioritize his anti-fraud efforts in the Port Chester Building Department which is headed by Leonard Cusamano.

Then Anthony Siligato could order all Port Chester village departments and agencies to pursue
all anti-fraud steps - including seeking both civil and criminal penalties in appropriate cases.

This new anti-fraud program could utilize the rarely used Port Chester Ethics Board which is
already responsible for punishing village officials and employees who defaud the village.

The Port Chester Ethics Board could change its name to the Port Chester Office of Inspector General.

Just like the IRS, the Port Chester Office of Inspector General could set up a special phone line
and offer a reward of 10% to any Port Chester employee or resident who reported fraud.

For example, let's hypothetically say that some village mechanics were using the village garage
facilities and village owned car parts to repair their own vehicles and the vehicles of their friends
and family.

Now if a Port Chester resident or employee was to report this to the new Port Chester
Office of Inspector General, then they could then apply to get 10% of any monies that were
recovered from these mechanics, as well as, any funds recovered from their friends and family.

Who knows a village employee or resident just might become Port Chester's first instant
millionaire by reporting on the fraud in the village of Port Chester.

Don't worry about how to staff this new Office of Port Chester Inspector General, there are
thousands and thousands of Port Chester homeowners who are paying way more than their fair
share of taxes. because of fraud in the village.

Hundreds of these overly taxed homeowners will gladly volunteer to fight this fraud.

The residents of Port Chester are so sick and tired of fraud in the village of Port Chester, you will have a waiting list hundreds of unfairly taxed homeowners, who are ready, willing able to find and punish fraud in the village of Port Chester.

By starting this Port Chester Office of Inspector General you will send a clear message to those
who are defrauding the village and its taxpayers: "We are coming after vou."

By being more vigilant in eliminating fraud, the Village Of Port Chester will have more money
for the critical services it provides to taxpayers without creating a greater burden on Port Chester
families.

It is time for a change.

Fraud needs to be eliminated from Port Chester government.

It's not the fraud we know about that worries the taxpaying homeowners of Port Chester, but
rather the fraud that has yet to be uncovered.

The Office of Port Chester Inspector General will help ensure that
dollars paid by taxpayers are used efficiently and responsibly, and will
give the people of Port Chester greater trust in their government.

The Conservative caucus resulted in a vote for Former Port Chester Mayor John Branca over Bart "The Bigot" Didden. The signs made reference to Extremist TEA Party Lunatic Bart "The Bigot" Didden's infamous 2007 flier attacking popular two term Port Chester Mayor Dennis Pilla and Latino supporters of his earlier mayoral campaign.

The lewd and crude racist mailer assembled by Bart "The Bigot" Didden, his wife and child became important evidence in the Justice Department's successful voting rights lawsuit against the village of Port Chester.

The Federal Judge strongly cited Extremist TEA Party Lunatic Bart "The Bigot" Didden's hate filled two page flyer when he ruled that Latino voters were effectively shut out of the trustee election process in Port Chester.

Sylvia Rodriguez, a Port Chester mother of three, who is studying for her bachelor's degree from Fordham University carried a sign that read "Bart is proud to be a racist,"

Port Chester refuses to heal

It is disappointing but not surprising that the conservative-minded majority that controls the Port Chester government would vote to reopen an old and costly wound: the 4-year-old legal battle with the U.S. Justice Department over the village's system for electing trustees. Fighting ideological demons and good sense, several trustees over many months had made plain their aim to reopen the case, notwithstanding the uncertainty inherent in any appeal and the dim chances for improving either local governance or civility.


What is surprising is that the trustees driving this community-splitting train — Republican Joseph Kenner and Conservatives Bart Didden, Sam Terenzi and John Branca — so glibly sent the village on this course, which could cost Port Chester more than just dollars and cents.
The four trustees on Tuesday ignored sound advice from a host of taxpayers and village leaders who implored them (1) not to waste their money and (2) to move on. "I wouldn't vote for 10 more cents" to be spent on the case, former Republican Trustee Domenick Cicatelli told the board Tuesday.
"This is a black eye on Port Chester," resident Gary Sullivan said of the Justice Department's successful challenge, under the Voting Rights Act, to the village's system for electing trustees. "It is healed. So now you're going to pay to walk into another punch in the eye?"
Apparently so. By a 4-2 vote, the board agreed to pay a Washington, D.C., law firm as much as $775 an hour, up to $225,000, to appeal a U.S. District Court ruling that forced the village to change its system for electing trustees. This followed a trial in which U.S. District Judge Stephen C. Robinson, after hearing evidence of a litany of wrongful conduct, found the village unlawfully disenfranchised Hispanic residents. At the time the suit was filed, the village had never elected a Hispanic candidate to anything — neither to the village board nor school board — despite Hispanics making up about half the population.
Among Robinson's findings was that during the 2007 mayoral election, a blatant racial appeal was made to voters — in the form of an anonymous flier distributed to 1,000 homes — disparaging of Hispanics and crudely complaining of their influence. One factor routinely considered in voting rights cases is whether past political campaigns have included overt or subtle racial appeals.
It was subsequently learned that the flier was written by Didden, who was elected to the board last year and now is the GOP candidate for mayor. He now wants to spend another $225,000 in taxpayer money — on top of the $1.2 million spent so far — to continue a community-dividing legal fight he helped create.
Although speaker after speaker spoke out against the appeal, Trustee Didden insisted that there was significant public support to reopen the case, albeit not all of it in Port Chester. "Not only here in Port Chester, but at the state level, at Washington, if you don't agree with the progressive left, you get labeled," Didden said. "And I think there's a faction of people out there that are scared to come out." Terenzi accused taxpayers who spoke against the appeal of being supporters of Mayor Dennis Pilla, who is seeking re-election. Pilla, along with fellow Democrat Luis Marino, opposed the appeal.
Ironically, the revised election system suggested by Port Chester and OK'd by the court ended up producing the most diverse village board ever elected in Port Chester, including Marino, the board's first Hispanic, and Kenner, the first elected black. The spirited campaign featured an unprecedented amount of involvement and participation by village residents who often exist on the fringes of civic life. While the overall result left much to be desired — as the decision to appeal might suggest — it was something to build upon.
Tuesday's vote marked a sharp turn right, then backward and into the dark.

Port Chester Community groups have long enjoyed free access to an elegant venue for their gatherings and sporting events — the Crawford Mansion and its grounds.


Rye Town Supervisor Joe "The Harvard Educated Fool" Carvin Is Always Trying To Spoil The Party For Non-Profit Groups That Do Good Works In Port Chester. Many Port Chester Non-Profits Use Crawford Mansion To Raise Funds For Children Seniors, The Poor And Disadvantaged.


First the heartless Rye Town Supervisor stopped letting members of police, fire and emergency agencies to use the government owned mansion at no charge.


Then the Harvard Educated Fool stopped allowing the Port Chester / Rye Brook Chamber Of Commerce From to use a second-floor office at no charge — a deal that the chamber enjoyed for six years.


Carvin ordered the chamber to pay rent, along with the construction of a fire escape to meet insurance demands, the chamber moved to a $300-a-month rental office at Port Chester Village Hall.
