Port Chester Roundup Provides Village Residents With News Analysis While Westmore Snooze Publisher Richard "My Daddy Gave Me This Newspaper After Forgeting To Pay Over 100 Tax Bills" Able Is In A Self Induced Coma.

Westchester is one of the most diverse counties in New York, according to a Port Chester Roundup analysis of U.S. Census Bureau data released Thursday.

Westchester is the fifth most diverse county in New York

Yet, Port Chester with a high numbers of minorities is not the most diverse village in the county.

Historical census data shows that Port Chester has slowly became dominated by one minority group and year after year has fewer non-Hispanic white residents.

The government numbers show that shifting demographics that have bought a greater mix of races and ethnicities to the county and the region has passed by Port Chester, as it has became less diverse.

Census data shows that more and more of Port Chester's white and African American population is moving out and going South or going into alternative places to retire, and they're being replaced by mostly Latino residents as they leave the village.

It is clear that the people moving out of Port Chester don't look exactly exactly like the people moving into Port Chester and this has a caused a tension that has generated a national headlines and federal court cases.

Through this transition Port Chester must learn that diversity is important, but even more critical is that different village groups must learn about one another and must learn to work together to solve the villages problems.

Diversity means more than co-existing.

It means respecting each other's traditions, working together to build a better community.

This means that Hispanics must respect local Italian traditions / sensibilities and longtime Italian residents must respect the new Hispanic traditions and sensibilities.

And both of these groups must respect the traditions and sensibilities of the other much smaller groups in Port Chester.

This is a challenge that Port Chester must meet head on as it becomes less and less diverse in the coming years.

The Westchester communities of Elmsford, Peekskill, Yonkers, Ossining are more diverse than Port Chester.

The Rockland County communities of Haverstraw, Spring Valley, West Haverstraw are also more diverse than Port Chester.

Census Data: Port Chester Population Up, Biggest Gains Among Hispanic Population

Recently released data from the U.S. Census Bureau shows Port Chester's population has increased by more than 1,000.

Port Chester's population increased by more than 1,000 in the past decade, according to recently released census data.

The biggest population gains were among those who identified as Hispanic or Latino; that segment of the population increased by 33 percent, to 17,193 from 12,884 in the 2000 census.

Numbers were up by single digits among those who identified as Asian, while there were population declines among all other ethnic and racial groups in the 2010 count, according to the U.S. Census Bureau....

....With a total population of 28,967 in 2010, Port Chester remains one of the county's more populous municipalities, and its most populous village. In 2010, Port Chester residents accounted for more than 62 percent of the Town of Rye's 45,928 total population.

A marked increase in the number of Hispanic and Hasidic residents fueled population surges in several Lower Hudson Valley villages, according to Census 2010 figures released Thursday.

Three suburban communities emerged with a majority or Hispanic residents: Port Chester, now 59 percent Latino; Brewster, 56 percent; and Sleepy Hollow, 51 percent.

"I think that for a long time now, it's always been assumed that we were the majority (in Port Chester)," said Blanca Lopez, who became the first Hispanic resident elected to office in Port Chester when she was voted on to the school board two years ago. "But now this really confirms it."....

Video: Supporters React as Pilla Wins Re-Election

Supporters chanted the mayor's name as Trustee Dan Brakewood announced Dennis Pilla's victory Tuesday night.

Trustee Dan Brakewood stood on a chair inside Chavin Restaurant, hammering the wood divider in front of him for emphasis as he shouted to be heard above the crowd.

"...to our next mayor," Brakewood said, "Dennis Pilla!"

And he was drowned out by the cheers of the incumbent mayor's supporters, who broke out into an impromptu chant of "Dennis! Dennis! Dennis!" as Pilla was mobbed by well-wishers.

That was the scene Tuesday night, as Pilla's campaign set up shop in the Peruvian eatery and supporters packed in to await the results.

03/10/11 Journal News Slams Bart Didden And Endorses Mayor Dennis Pilla

On Election Day Tuesday, Port Chester Voters Should Help Put The Past Behind Them, And Re-elect A Mayor Who Knows How To Look Forward

The race for mayor in Port Chester, one of Westchester's most closely watched villages, should be no contest at all — Mayor Dennis Pilla has done that outstanding a job the last four years, and as a trustee earlier. That it is, indeed, a race may say more about the resiliency of bigotry, mainly of the thinly concealed variety, than about his stewardship. Village voters should make a plain statement Tuesday that they support smart, fiscally responsible and progressive leadership, and vote to return Pilla for a third term. The alternative, Trustee Bart Didden, really is no option at all.

Democrat Pilla, who has worked in information management for major corporations, has spent the last years improving the financial picture for Port Chester, in the annual budget, reserves and capital plan; those efforts have been recognized by the ratings agency Moody's Investors Service with three upgrades — no small achievement amid economic recession. Even while serving in the political minority, Pilla has succeeded in pushing through an agenda that has promoted smarter development and planning; improved quality of life through vastly stepped-up code enforcement, a major issue in neighborhoods struggling with density and illegal apartments; and helped bolster professionalism in a village administration tainted by corruption.

Port Chester's commercial district — a vibrant mesh of big-box stores, ethnic restaurants and much more — continues to take root as a destination for those looking to try different cuisine and culture. Revitalization efforts advanced on Pilla's watch hold promise for improving the downtown core, Fox Island, and neighborhoods. All the credit certainly isn't his. Credit Pilla, however, for bringing smart ideas to the table and, time and again, reaching across neighborhoods and interests to include everyone in the discussion. Those are imperatives in Port Chester, easily one of the most diverse communities in the Lower Hudson Valley, by race, ethnicity, culture, economics and business diversification.

Even where there have been sharp differences in approach or opinion, Pilla has demonstrated an ability to lower the volume, while at once entertaining divergent views, and dispensing his own, usually smart, advice. That is progressive leadership — leadership not always in evidence on the current board, and the kind that Port Chester so richly deserves and needs. Republican challenger Didden, a village trustee since summer, is likely to disappoint on that score. He has the dismal track record — memorialized in sworn testimony — to prove it.

The owner of a village business, Didden played a leading role in the Justice Department's Voting Rights Act lawsuit against Port Chester, wherein a federal judge concluded in 2008 that the village's system for electing trustees unlawfully disenfranchised Hispanics. When the lawsuit was filed in 2007, Hispanics had never been elected to anything, despite making up about half the population. One of the proofs in such an action is whether past elections had been marred by blatant racial appeals. It was Didden who helped supply that proof — in the form of an anonymous flier sent to village residents prior to the March 2007 mayoral vote.

It complained that "The Hispanics are running the show already"; that then-mayoral candidate "Pilla will sell us out"; and said that "what (Blanca Lopez, Pilla's campaign manager and future school board trustee) cares about is only Hispanic." It implored recipients to "elect people who care about our history, heritage and what our kids will be told about us in the future." Didden, who in the court action admitted his role in disseminating the flier, has apologized. But that is hardly enough. The court case has already cost taxpayers more than $1.2 million and so much lost energy in recriminations. And the tab is growing: Didden and the board's conservative majority recently approved spending another $225,000 to appeal the mess he helped make.

Ironically, the revised election system suggested by Port Chester and OK'd by the court — so-called cumulative voting — ended up producing the most diverse village board Port Chester has ever had.

Although some Port Chester residents have said they felt their vote doesn't count, one only has to look to the to 2009's Board of Education election. In that race, board member Blanca Lopez edged running mate Carolee Brakewood by four votes.

Ms. Brakewood ran again and won, and now serves on that board.

Or the election where former Trustee Jerry DiRoberto won by just one vote.

So in an off year mayoral election like this, every vote really counts.

...State police on Halloween arrested Broudwiack after they learned he lived at 2 Sugar Hill Road in the town's Purdys section for about two years and hadn't registered. That was discovered after Broudwiack was arrested in Port Chester, where he was accused of driving with a suspended license. He failed to appear in Port Chester court Nov. 9 on the misdemeanor charge.

In North Salem, Broudwiack posted the $10,000 bail set by Town Justice John J. Johnston Jr. on Oct. 31 and has been free ever since. A spokesman for the Westchester District Attorney's Office has said the D.A.'s office at the time of the bail application wasn't aware Broudwiack was wanted in California or of a renewed effort to deport him. The need for Mitt Romney to have to defend his religious beliefs is caused by the bane of this country, namely politics. It is deplorable that - not for the first time - religion has been drawn into the political arena. If one adds the results of a poll that reportedly showed that more than 30 percent of those participating had voiced that they would "not vote for a Mormon," it becomes evident that we have not quite yet achieved the level of civility and maturity our Constitution aims at. Ours is apparently not yet the model democracy our politicians like to tell us and the world.

Mr. Romney's response was exemplary, as was the one given by John F. Kennedy almost 50 years ago. The Constitution speaks of "freedom of" not "freedom from" religion. One regrets that the media did not choose an educational role but rather its usual confrontational style. Or is there an attempt to profile Mr. Romney due to him being a Republican?

The strange tale of Jose Broudwiack has properly enraged many in northern Westchester and beyond. The Peru native was in the U.S. illegally, convicted as a sex offender in California, served his time, then easily, breezily and with apparent impuni...

...September 2007: Port Chester police stopped Broudwiack for driving with a faulty brake light. Voila: This time, his criminal history surfaced; Officer Walter Alcivar ran a computer check and learned about Broudwiack's revoked driving privileges. He also found out about the California warrant, which revealed the sex-crime conviction. Alcivar said he called police in California to check on the case and was told that they would not come to New York to get Broudwiack.

The Port Chester officer followed up with some more research, confirming that Broudwiack had never registered as a sex offender in New York, as the law requires. Alcivar said he called the Westchester District Attorney's Office. Assistant District Attorney Fred Green had Alcivar hand the failure-to-register case over to state police in Somers; it has jurisdiction in North Salem, where Broudwiack was living at the time. Meanwhile, Port Chester charged Broudwiack with aggravated unlicensed operation, a misdemeanor. He was arrested and subsequently posted $200 bail. But again he walked. It took six weeks for state police to track down Broudwiack....
