02/09/09 BREAKING NEWS FROM WESTCHESTER COUNTY: Port Chester Pathmark Fined For Violations

The county government has wrapped up its latest investigation of the sale of outdated food and the results are in: 21 local stores are facing $59,000 in fines for failing to remove expired items from their shelves.

The Department of Consumer Protection acted following the recent inspection of 46 food stores.

This was the third round in a series of comprehensive countywide inspections that began in late 2007.

While overall, Westchester stores continue to do better than in the initial round of inspections, the latest check finds the problem still persists at some stores. “We want to make sure that consumers get their money’s worth when they shop for food - - especially in these tough economic times,” said County Executive Andy Spano.

“We’ll continue cracking down on the sale of outdated items. It’s not too much to ask that consumers be able to consistently find fresh, unexpired food on the shelves of their local grocery.”

The stores with the worst results were Pathmark in Port Chester with 271 outdated items and Whole Foods Market in White Plains with 156.Spano singled out for praise A&P in Armonk and Costco in New Rochelle, the only stores where no outdated items were found in the latest investigation. In addition, twelve other stores had fewer than 10 outdated items. Of the 46 supermarkets and other food sellers throughout the county inspected, investigators found an average of 35 outdated items per store.

That’s a 60% reduction from the 88 outdated items per stores that were found in late 2007.

However, it’s an increase over the 30 items per store that were found in June 2008.“While results are better than they were a year ago, there was some slippage in the past six months,” said Gary Brown, director of Consumer Protection.

“We’ll continue to do inspections to ensure that all stores in the county are removing outdated foods from their shelves.”As part of the investigation, the department is seeking fines from stores that were found to be selling 10 or more items that were at least 4 days outdated.

The department is seeking $25 for each item that was 4-6 days outdated, $50 for each item that was 7-9 days outdated, $75 for each item that was 10-30 days outdated, and $150 for each item that was 31 or more days outdated.

Total fines amounted to $59,600. Stores may ask for a formal hearing to contest the fine. The stores with the worst results in the prior survey fared better this time. Stop & Shop in Larchmont went from 129 outdated items to 21, Stop & Shop in North White Plains went from 123 to 53, and Stop & Shop in Peekskill went from 113 to 67.

The Department of Consumer Protection offered tips for consumers on how to avoid outdated items in the dairy case:
Always check the “sell by” date on the packaging.

Be especially careful when buying items from the top or bottom shelf of the dairy case, where inspectors found many outdated items.

Don’t automatically reach to the back of the display case, assuming that fresher items have been placed there. In many stores, inspectors found outdated items at the back of the display case, as stores had placed fresh items in the front and simply pushed older items to the back.

Standing in the park at the intersection of New Broad Street, Pearl Street and the Boston Post Road in Port Chester was a decrepit Civil War monument. It was first erected in April 1906 in commemoration of the soldiers killed in the Civil War. The monument was in desperate need of repair. The bronze soldier atop the monument was deteriorated and green, the eagle that once sat on top had been stolen, and the granite was dirty and marred by graffiti......

....With music by George Stiles and lyrics and book by Anthony Drewe, Honk! is based on Hans Christian Anderson’s classic tale, The Ugly Duckling. When Ida’s four ducklings emerge from their eggs, she is very excited. Then she notices one more unhatched egg, a very large egg. The “duckling” emerges—a large, brown ungainly bird who waddles out of his shell while lifting Ida on his shoulders with an ignominious "Honk!" He can’t quack like the others. He is much larger than the others. Though at first taken aback by her unusual child, Ida hugs her duckling and all is well between mother and son. Unfortunately, Ugly suffers humiliation from the members of the barnyard, the other ducklings and his dad, Drake. And Cat eyes him as an ideal dinner. Later, Ugly gets lost and while Ida is frantically looking for her lost duckling, Ugly makes new acquaintances along the way, experiences new adventures, and eventually turns into the beautiful swan he was born to be.

08/04/08 Affordable-housing project takes shape in Port Chester

The thick, marshy forest that once stood at the end of Alto Avenue has disappeared as silhouettes of new homes rise in its place.

By next year, 35 single-family townhouses will be built, a $12 million project aimed at creating homes for middle-income workers.

Louis Larizza, the project's developer, first eyed the 4 acres for development seven years ago. Some $3.5 million from the county and $900,000 from the state propelled the project, which includes building a road that connects Fox Island Road to the new homes. The village owned the land and sold it to the county before Larizza bought it for $1. A small parcel that was privately owned was also acquired.

Construction began in May and Larizza, a Port Chester native, hopes to put the homes up for sale in June. They will cost $200,000 and be offered to families who make up to 80 percent of the county's median income. The median income for the county is $96,500 for a family of four. Eligible applicants will be chosen from a lottery and must get approved for a mortgage.

"I love doing moderate-income housing," Larizza said, noting that he also built affordable housing on Sands Street and West Street. "You help people who are first-time homeowners. They live in an apartment their whole lives and they can a buy a home for the first time. It's a good feeling."

The Rev. Bruce Baker, a member of the village's affordable- housing subcommittee and pastor of All Souls Parish, said Larizza's 35 units were a good start, but not enough.....

Port Chester group gives support to immigrant women

PORT CHESTER Sandra Garcia's weekly meetings for Latina immigrant women are not a place where you'll find can-do stories about pursuing the American dream.

Her Friday morning support group at Summerfield United Methodist Church deals with some of the downsides, including the isolation that women feel in their new community and the difficulties in handling problems such as domestic violence, evictions, illness and loneliness. The program has become a catchall for women who feel alone and, in many cases, do not have legal status in the United States.

If nothing else, Garcia said, the goal is to create a couple of hours during the week when the women can relax.

"At the same time I feel like I want more for the community, especially for my people, for 'mi gente,' " she said last month, as women wheeled their strollers out the door to end the program's sixth year. "Especially with immigration. I'm just waiting and waiting for something to happen."

Family Services of Westchester, a nonprofit organization based in Port Chester, sponsors the support group along with similar programs for Hispanic families in Tarrytown and Mount Kisco. Another Port Chester support group, Project Madres, meets across town at Holy Rosary Church, sponsored by the Junior League and Catholic Charities.

Men are welcome at Garcia's program, called Latino Connections, but most participants are young mothers. About 50 took part in the past year, from September through June. The participants may be referred to specific services, such as one-on-one counseling, as needed, said Gerry Goldberg, outreach coordinator at Family Services of Westchester.

Garcia, a mother of four who is married to the Rev. Rafael Garcia, said she is frustrated to see the ways that immigration problems compound a family's struggle. Many women are undocumented with no way to earn legal status, and with no way to visit their relatives back home. Some have come to the U.S. to support children in their home country, then bring on new challenges by having another child here.

One woman had been afraid to leave an abusive husband because she was an illegal immigrant, Garcia said, but she managed to qualify for a visa available to domestic violence victims. Others have come just for the companionship. A 36-year-old woman from Mexico said she came to the meetings because she had no extended family nearby and felt alone.

She described her husband's continuing, 6-year-old attempt to gain legal residency and their decision to bring their three children to the U.S. without legal papers. The oldest, 19, works with his father in construction.

"Now after three years, I'm getting accustomed," she said. She plans to stay in the United States "as long as they don't take us away."

She and others did not want to be identified because of their undocumented status.

Maria, another woman from Mexico, said she has decided to return home after six years in the United States.

"I came because my husband was here. I didn't want to be alone anymore with my children," said the 34-year-old mother of three, who has worked in a Pennsylvania apple orchard and a nursery. Now the family has saved enough money to buy an avocado farm in Michoacan, Mexico. For the youngest child, who is 7, it will mean going to a village she hasn't seen since age 1. Maria said she is concerned that her older children won't have a good future in this country without U.S. citizenship.

"I've told them a lot about their village, so she really wants to go," Maria said of her youngest child. "And I told her we'll never come back here, and it's OK. There are many opportunities there (in Mexico). It's that people don't know what to do to get ahead there."

Another woman, Luz Dueñas, has legal permanent residency in the United States but struggles with the language barrier. For about eight years, since emigrating from Colombia to support two children, she has worked nights on the cleaning staff at New York Medical College. Though she studies from an English textbook at home, she left a doctor's office recently because she wasn't able to communicate.

"People reject you because you don't speak English," Dueñas, 46, said in Spanish.

In their meetings, which are conducted in Spanish, the women have listened to guest speakers discuss topics like personal health and the public school system.

Port Chester is easily half Hispanic, but bridging the culture gap still takes work, said Brenda Giancaspro, who works for the Port Chester schools. She has attended the support group for the past four years as a way to get past the distrust and intimidation that can keep Latino parents from seeking help for their children.

"I really try to foster mutual respect, both ways," she said. "I think the barriers are starting to be broken down."

Psychologist Mariana Dueñas, who is not related to Luz Dueñas, visited last month and coached the women on how to look after their own needs. She urged them to seek opportunities for themselves and for the next generation.

A toddler was wandering around the room, and the psychologist asked: "Who knows if that girl might become a senator someday?

"You are the ones responsible," she told them.
