'Wall of Shame' Logs Illegal and Unsafe Housing Offenders in Port Chester

‎

Patch.com

A 56-page file on the village website details overcrowding and illegal housing cases.

William Oxer and Charles Horton got hit with hefty fines after a home they owned caught fire in September.

Inspectors found an illegal attic apartment and an illegally-enclosed porch when they reviewed the 17 Willow St. home after the fire, which left 10 people homeless. After initially pleading not guilty, Oxer and Horton returned to court last month and paid $4,000 and $5,000 in fines, respectively.
Now, the details of their case are public to anyone who wants to view them on Port Chester's official website.
"A wall of shame, basically," is how Mayor Dennis Pilla described the file during Monday night's board meeting.
Oxer is a former fire chief whose name has been in the headlines recently after he became the second employee sacked in the ongoing parking meter theft probe.

As Criminal Probe Continues, Port Chester Hires New Building Inspector

Nik Bonopartis | Mar 22, 2011 | 0 Comments

New leadership in the building department signals the latest effort to weed out corruption.

In the latest move to re-haul and rebuild a beleaguered building department, Port Chester's trustees voted to hire a new building inspector Monday night.

By a unanimous vote, the board hired Peter Tringali for the $95,000-a-year position.

Tringali is a Port Chester native who graduated from SUNY Albany and has three decades of experience in construction management and administration, Village Manager Christopher Russo said. Tringali, who placed second among all candidates in the county's civil service test, was hired after a series of interviews with Russo and Code Enforcement Director Christopher Steers.

"In terms of full disclosure and transparency, he did not attend Port Chester High School, but we will not hold it against him that he went to Stepinac," Russo joked.

Monday's vote came 11 days after Port Chester police locked the building departmentwhile clerical functions were moved to the clerk's office.....

....For years, the building department was plagued by allegations of mismanagement and corruption, and village officials say the department was a poorly-run mess of haphazard paper records, missing documents and cases that were never addressed or resolved.

In their criminal investigation, detectives have been working their way through a daunting paper trail – some 3,000 building permits spanning more than a decade, including 1,000 permit cases that were never closed by the former building inspectors.....
....Port Chester cleared a major hurdle in restructuring the building department with Monday's appointment. With major progress in fire and safety inspections, and consistentenforcement efforts for the first time in years, Port Chester is refining its crack-down on illegal housing, overcrowding and fire hazards. Trustees say they hope a re-hauled building department will amplify those efforts.

"Welcome Mr. Tringali," Pilla said after the vote. "I'm sure you're going to live up to your reputation, and good luck."

03/21/11 Where The Hell Is The Westmore News? Port Chester Village Manager Chris Russo’s budget Has A 3.72 Tax Levy Increase For 2011-12

It's That Time Of The Year

The Port Chester Budget Process Has Begun

It's Time For The Port Chester Board Of Trustee's And Concerned Village Citizen's To Pull Out Their Pocket Calculators And Go Over The Number's

Increases in Port Chester employee health and retirement costs, combined with a huge 9 percent drop in the village tax base put an initial $1.85 million gap in the proposed budget.

The Port Chester Board Of Trustees scheduled a public hearing tonight to review the village manager's plan.

03/21/11 Where The Hell Is The Westmore News? Jim Dreves: "I think the employees have to become part of the solution."

The Port Chester school district:

"I don't really believe that a tax levy of over 6 percent will pass," board member James Dreves said of the proposed increase. "We run a really lean ship in Port Chester. I think the employees have to become part of the solution."...
Like other districts, Port Chester is coping with declining property values and increased pension costs.
Sounds familiar.

And this is just kicking the can down the road, shifting the burden onto future students.
On the spending side, the district expects to save $1.1 million next year as a result of a retirement incentive taken by 26 teachers and three administrative employees.
Pension reform is desperately needed.

The entire article:

Port Chester district aims for lower tax increase
PORT CHESTER — School officials are looking for ways to trim an $80.5 million budget plan that calls for a 6.5 percent tax increase next year — and, like elsewhere, all eyes are on the unions.
The school board reviewed an initial budget proposal March 10 from interim Superintendent Thomas Elliott.
Members of the board stressed the need to negotiate with school employees in the coming weeks before they firm up a plan to put before voters May 17.
"I don't really believe that a tax levy of over 6 percent will pass," board member James Dreves said of the proposed increase. "We run a really lean ship in Port Chester. I think the employees have to become part of the solution."
The board will discuss the budget again March 30 and make the key decisions April 7, board President James Taylor said.
Two union contracts — one for about 150 Civil Service employees and one for 350 teaching employees — expire June 30.
Together, those contracts account for about 75 percent to 80 percent of the annual budget.
Like other districts, Port Chester is coping with declining property values and increased pension costs.
Port Chester also is hit hard by state aid cuts, because it is more reliant on that revenue than neighboring districts.
Officials expect state and federal aid to cover just 18 percent of next year's budget, compared with the current 20 percent.
On the spending side, the district expects to save $1.1 million next year as a result of aretirement incentive taken by 26 teachers and three administrative employees.
Elliott's plan would increase overall school spending by about 4 percent over the current year.
It would eliminate one elementary teaching position and reduce a handful of jobs from full time to part time.
