02/10/11 More Of The Building Department's Coruuption Exposed: Port Chester Maintenance Worker Fired Over 'Outsourcing' Cleaning Duties

The Building Department's Chicken's Are Coming Home To Roost
Port Chester Village Manager Christopher Russo fired Daniel DeLisa, a cleaning and maintenance employee, after learning that he had been collecting a check and having someone else do the work.
Mr. DeLisa said he was authorized to "outsource" the job 10 years ago by a supervisor in the Building Department, Leonard "Let's Make A Deal" Cusumano, who is now dead.
Port Chester Village Manager Christopher Russo is handling the situation, because Port Chester is a village manager form of government and the manager is responsible for monitoring, directing, managing and firing village employees.
It is reported that Mr. DeLisa was hired in 2000 to clean what was then a village office on Willett Avenue and outsourced his job in 2001,
Mr. DeLisa was paid $5,400 a year for the three day per week cleaning of the Department of Works office. That worked out to $34.81 per visit, before insurance and tax deductions.
It's not clear what amount of money the woman was receiving, but it was common knowledge in the Department of Public Works that she was working for Mr. DeLisa. There was some speculation that she got about half of the $34.81 for each cleaning visit.
The arrangement came to light when a public works foreman reported that the woman hadn't been paid.

When asked about the case Mr.Russo said it was just one more thing to clean up.
Port Chester Mayor Dennis Pilla said,"I brought in a professional management team that is uncovering patterns of corruption and rooting them out. These are things that have been going on for many years. They started before I got into office and are ending now. The buck stops here.”
The firing is the latest in a rash of disciplinary cases in the Port Chester Department and Public Works and Building Department.

  • Public Works General Foreman Gary Racaniello, who was in charge of the stolen parking meter funds collection, was served with 36 disciplinary charges and suspended without pay last year. He resigned.
  • Disciplinary charges concerning the village’s parking meter revenue, were also leveled four months later against William Oxer who was suspended without pay. A disciplinary hearing is currently being scheduled for Mr Oxer.
  • Last May, Port Chester Assistant Building Inspector Frank Ruccolo was suspended without pay pending disciplinary charges and eventually opted for retirement.
  • A slew of disciplinary charges have also been leveled against many other DPW workers for various infractions, and one was fi red for stealing gasoline.

Why isn't Port Chester Chief of Police Joesph Krezminski arresting these guy's.

Maybe, they should independently look into how Lenny "Let's Make A Deal" Cusumano shook down and covered up the wrong doings with the building of the BMW Service Center that recently was able to emerge out of Bankruptcy.
But We All Know That Former Mayor Gerald "I Drive A Buick - Not A BMW" Logan and Gary "Forget About That Expensive Fire Exit" Gianfrancesco will never let that happen.

Village Manager Christopher Russo has uncovered another skeleton in Port Chester’s closet. A custodian who was employed by the village and whose hours were being reported to the New York State Retirement System for the last 11 years was actually subcontracting the work to another for the last 10 of those years.

Daniel DeLisa was hired as a part-time cleaner in March 2000. When he was fi rst hired, he was responsible for cleaning 110 Willett Avenue as well as the Department of Public Works yard offi ces on Fox Island Road. His business got busier, so he asked and received permission from then Building Inspector Lenny Cusumano, now deceased, for another person to do it.....

02/08/11 PRESS RELEASE: Republican & Independence Parties, give popular village trustee nod to challenge incumbent Port Chester Mayor

Port Chester, N.Y. --- February 8, 2011

Port Chester voters, unhappy with the direction of their local government, are uniting in their support of popular Village Trustee Bart Didden in his bid to unseat embattled incumbent Mayor Dennis Pilla in the village's upcoming spring election.

Didden has secured unanimous support from the local Republican and Independence Parties. Bart Didden  will be the lone challenger to Democrat incumbent Dennis Pilla who is running for a third two-year term.  

Didden, a successful local businessman who owns an alarm and security company located in Port Chester, was the top vote getter in this past June's election for six village trustees.
After serving in office on the Village Board for seven months, it didn't take long for him to realize that, in order to bring real change, he would have to run for mayor.

"Port Chester lacks leadership and is heading in a disastrous direction under Mayor Pilla, and if we don't turn things around quickly our village will be in real trouble for years," Didden said, referring to the village's ballooning debt and stagnating tax base.

"I have worked hard as a trustee to make this government more accountable and responsive to the needs of Port Chester residents. I have tried to make the village board get serious about our financial crisis. But the mayor has been totally unresponsive. Unfortunately, I have learned that one vote on the Board of Trustees is not enough to affect the change we desperately need," Didden explained. 

"Real change has to come from the top. We need a new mayor --- a strong leader --- who is ready to enact sweeping reforms that will restore financial stability to Port Chester and allow our local community to grow and prosper once again."

Didden describes himself as an "independent thinker" who will work for practical solutions to Port Chester's problems, mainly reducing Port Chester's $37 million worth of debt.

"I'm a businessman; I employ dozens of people from our local community and I know how to meet a bottom line. That's exactly what we need in a mayor: someone who will run Port Chester like a business and make village government more accountable and responsive to our customers, the taxpayers."

Local party leaders agreed and organized overwhelming support for Didden's candidacy on the Republican and Independence ballot lines. Didden received unanimous support from both parties.

Didden outlined his platform and agenda as Port Chester's next mayor.

"We must get our debt under control by adopting a multi-year capital plan immediately. This will mean tough choices but we have to do it. At the same time, we cannot balance our operating budget on the backs of our taxpayers, which is why I'm proposing a freeze on local taxes. And we need better long term planning to guide Port Chester's future growth through an updated Master Plan and zoning ordinance."   

Didden said he will also advocate for stricter code enforcement of buildings in Port Chester to address code violations such as jerry-rigged electrical wires, illegal occupancies, safety violations and overcrowding.

"Port Chester voters will have a clear choice in this election. If they are okay with skyrocketing debt, higher taxes and a government that ignores their needs, then they can vote to reelect Mayor Pilla," the candidate said.

"But if Port Chester residents are unhappy with the direction we're heading; if they are fed up with budget deficits, high taxes, and mismanaged government; if they want change and are ready to move in a new direction, then I am their candidate. I promise to bring the reforms needed for a better Port Chester."

Didden summed up his feelings on the race saying, "All around us we see examples of local governments --- places like Rye and Greenwich --- serving their residents much better than our government here. But I am proud to live in Port Chester. It's where I've made my home and raised my family. It's where I run my business. As a taxpayer and a stakeholder in this community, I feel we deserve better from our mayor. I know we can do better and I am ready to accept that charge."

Almost universally, the taxpayers slammed Joseph "Uncle Tom" Kenner and Michael "My Familiy Is Cashing In" Carvin $750 / hour payout, as they repeatedly said fighting the DoJ would be costly with little chance of success.

Mayor Pilla and Trustee Dan Brakewood pointed out that legal experts said the original fight would cost only $250,000, and "they were off my $1 million," Pilla said, referencing the $1.2 million in legal fees the village has already paid to fight the DoJ.

Still others said it was a retroactive attempt to claim unity and draw attention away from extremist TEA Party lunatic Bart "The Bigot" Didden's track record.

The Federal Judge strongly cited Extremist TEA Party Lunatic Bart "The Bigot" Didden's hate filled two page flyer when he ruled that Latino voters were effectively shut out of the trustee election process in Port Chester.

Sylvia Rodriguez, a Port Chester mother of three, who is studying for her bachelor’s degree from Fordham University carried a sign that read “Bart is proud to be a racist.”

Ms. Rodriguez said “We don’t think he cares about Hispanics,” and also said, “He doesn't want us to live here.”

Ms. Rodriguez also was critical of USA Alarm owner Bart "The Bigot" Didden’s recent comments made at a public debate in the trustee race.

The infamous racist and extremist TEA Party lunatic said he would “starve” Hispanic apartment buildings by targeting laundromats and other services that serve tenants of such housing.

Leonardo Coronado, 50, said he was protesting because “we need somebody who represents all of Port Chester we don't need discrimination here.”

Esau Rodriguez held a sign that said, “Bart does not represent you and me!”

Others read: “Port Chester deserves better than Bart.”

The twenty Port Chester protesters were confronted by Bart "The Bigot" Didden Supporter Town of Rye Supervisor Joe Carvin.

Fabiola Montoya said,“Racism and discrimination is everywhere."

Joe "The Harvard Educated Fool" Carvin tried speak to the largely Hispanic group in Spanish by saying my wife is a minority and she says Didden's flyer was not racist, but an example of race baiting.

Sen. Chuck Schumer and Rep. Jerrold Nadler want to cashier a company they say is peddling bogus 10th anniversary 9/11 coins. “I think there should be criminal prosecution here,” Schumer said. 


“I think people like this should be behind bars.” National Collector’s Mint, a private Port Chester company that has nothing to do with the US Mint, is selling 9/11 commemorative Liberian dollar coins claiming to be clad in “priceless silver recovered from Ground Zero.” 


Schumer and Nadler said the origin of the silver cannot be verified. 


They said they want the Federal Trade Commission to crack down on the company. 


In a statement, the company said the silver was "bought from a company who received it through one of the banks who stored silver bars, coins, etc. in its vaults under the WTC."


"We have lawyers' letters and a complete chain of custody for the materials," said National Collector's Mint.


A TV ad for the $30 coin - $35.95 with shipping and handling - also suggests it has a federal okay, though it does not and is competing with an upcoming official silver medal to help finance the 9/11 memorial.


"Every dollar spent on the phony coins peddled by National Collector's Mint is $2 that could have gone to the National September 11 Memorial & Museum," said Nadler.


The company said "we don't understand" the assertion that each coin diverts $2 from the memorial. It said it has donated $2 million to 9/11 charities.


The pols said that while the coins are breathlessly advertised as clad in 14 mg of gold - 0.0005 ounce - and 14 mg of silver, that only adds up to about 60 cents' worth of precious metals.


"The amount of silver and gold advertised is correct," the company said.


In 2004, the company paid more than $2 million in refunds and penalties over "deceptive" ads for a "Freedom Tower Silver Dollar."
