Darrell Sokol, MPA, NHA, RRT, of Yorktown Heights, has been appointed Administrator of Port Chester Nursing and Rehabilitation Centre.

Highly regarded as a leader in the Westchester County healthcare community, Mr. Sokol was previously the administrator at Waterview Hills following advanced training and experience as a registered respiratory therapist at Westchester Medical Center, Hudson Valley Hospital Center, Northern Dutchess Hospital and Benedictine Hospital.

Port Chester Residents Are Worried That Joe Carvin's Cost Saving Parks Plan Will Not Work In The Long Run.

Hopefully, Carvin's Plan Will Work Out Better Than The Rye Town Supervisor's Forgien Farm Investment Fund.

Following the termination of the Rye Town parks foreman and his two employees last month. Port Chester residents have raised questions regarding the maintenance and care of the two parks the town oversees.

Rye Town and Crawford Parks are coveted outdoor spaces for Port Chester residents, and those who frequent their pathways, lawns and sand, have raised some questions.

Who will change the light bulbs, empty to trash, open the gate to the beach and make sure things are running safe and smoothly?

However, following the firing of the three town parks employees (and four other Town employees) on Dec. 7, local Port Chester residents have started to speak out about disrepair at Rye Town and Crawford Parks.

One area resident Deidra Curran released a Youtube of showing broken lights and signs, lights on in the locked bathrooms, and locked beach gate.On January 6, Rye city councilwoman Catherine Parker sent an email to Rye Town Parks Commission Chairman Joe Carvin expressing concern that safety is at risk.“You would do well to follow the example of former NYC Mayor, Rudy Guiliani, who understood that this kind of neglect becomes the tipping point for vandals to start to think no one cares about the property, and to then do further harm,” Rye city councilwoman Parker wrote.

Rye Town Supervisor Joe Carvin basically has just passed the buck and said that that his secretary, Bishop Nowotnik is the head of facilities management now, and he needs to do more with less.

The supervisor has also expressed that the town expects the volunteers at the Friends of Crawford Park and Rye Town Park community organizations to do more to help out.
Laura Klein, the President of Friends of Crawford Park has said that she is concerned about the future of the park.

The problem is that year over year the Joe Carvin has cut services to our parks.Greenway Property Services (GPS) now has a contract through March, 2013 to provide one worker who works half time Monday through Friday to empty trash at the parks and one handyman on Fridays to tend to general maintenance issues.

Just about everyone, but Joe Carvin understands that this is not enough manpower to properly maintain our parks.GPS will report larger issues to Bishop Nowotnik, so that they can be bid out at an additional cost to the town Of Rye.The total cost for the two part-time GPS guys is about $1200 a week.

01/11/13 Westchester County Executive Rob Astorino And A Coalition Of Legislators Eliminated The Contracts For the Port Chester Neighborhood Health Center In The 2013 County Budget.

For more than 30 years, Westchester’s neighborhood health centers have had contracts with the county’s Department of Health to provide public health services and, most recently, screening and treatment of communicable diseases.

Because Westchester County Executive Rob Astorino's refunding this will be the first year that the Port Chester neighborhood health center will provide services without county support,Westchester County’s neighborhood health centers were operated by three nonprofit organizations with locations in Yonkers, Greenburgh, Mount Vernon, Port Chester, Sleepy Hollow, Ossining, Peekskill and MountKisco.

This healthcare refunding undermines the public-health safety net that has existed in Westchester for nearly four decades.

The Port Chester neighborhood center is the family doctor and dentist for thousands of village residents, the majority of whom have low incomes, are African American or Latino, and do not have employer-based health coverage or are covered by Medicaid.The Port Chester health-center patients are commonly described as the working poor — and in this means people who live and work in areas where there are low-wage jobs in the service economy.

Many Port Chester patients are employed in landscaping, housecleaning, house painting or by restaurants, dry-cleaners, and the like. Since the early 1980s, neighborhood health centers have worked closely with the county’s Department of Health in the delivery of services to residents who couldn’t go to a local doctor because of income and health-coverage issues.

While Westchester County operated a number of its own clinics across the region, employing its own doctors and dentists to provide care to low-income residents, it had to get out of doing so when managed care took hold in the mid-1990s.

Because county clinics weren’t comprehensive and didn’t meet rigorous standards expected by Medicaid managed care and other insurers, it made economic and clinical sense to outsource the work to neighborhood health centersThe model was a good one as reimbursement could be maximized in the health centers where it couldn’t in county clinics; health centers had a lower cost of doing business without a government salary and benefit structure; and health centers could meet managed-care standards for comprehensive service delivery.County Executives DelBello, O’Rourke and Spano recognized that paying health centers to deliver mandated public-health services to the uninsured made sense.Historically, the county has provided nearly $3 million annually to three organizations do this work, with $1 million of that coming from the state.In the 2013 budget, the county executive and a coalition of legislators eliminated these funds in total, walking away from the available state funds in order to save county taxpayers $2 million.While this may sound like a good deal for taxpayers on the surface, many would argue that a minimalist approach to public health is indeed foolish and that spending money on combatting communicable disease is necessary and important for the health and safety of every resident of the very dense Port Chester.No one can argue that the $2 million is a significant sum of money, but many Westchester County heath professionals have made the case that there are other ways to get these savings with refunding the Port Chester and other health centers.

For example, merging the Westchester County Health Department with its Mental Health Department (as the City of New York did years ago) would provide cost savings through the elimination of redundant positions.The effort would also lead to a more integrated approach to health. Further, savings could be achieved through a more prudent approach to employee and retiree health spending, either through utilization management or managed networks of providers.An annual budget is about priorities and just about everyone is disappointed that the Port Chester neighborhood health centers wasn't a priority for County Executive Rob Astorino.

Port Chester shouldn’t be famous for epidemics of disease that are entirely preventable;, just because County Executive Rob Astorino was penny wise and pound foolish.

Westchester County has never skimped when it came to the health and safety of its residents and County Executive Rob Astorino should not begin doing so today.

01/11/13 The State Of Connecticut To Pay For Port Chester Commuter's Reduced Fare Tickets

Connecticut Commuter Rail has agreed to pay Metro-North the difference on each Port Chester reduced fee monthly pass, but the ticket price is still going up.
Metro-North won’t raise monthly fares from Port Chester as much as initially planned, because doing so would have led to a quirky price difference between Greenwich and Port Chester.
Monthly passes from Port Chester to Grand Central Terminal were supposed to jump from $247 to $269 in March, when fare and toll increases across the Metropolitan Transportation Authority take effect.
A monthly ticket from Greenwich, Conn. to Grand Central is now $263 — $6 less than what Metro-North planned to charge in Rye Port Chester, even though it is closer to Manhattan.
Without an adjustment somebody who lives in Port Chester will just buy a Greenwich ticket and get on in Port Chester, thus causing the State of Connecticut to pay a higher railroad subsidy.
To prevent this Metro-North plans to only raise the monthly fare from Port Chester to match Greenwich. Because Metro-North will be charging commuters in those towns $6 less than it planned, Connecticut Commuter Rail has agreed to pay Metro-North the difference on each Rye/Port Chester monthly pass.
That’s expected to total roughly $300,000 this year, but that amount will be less than the subsidy owed if Port Chester residents were buying Greenwich tickets.

There is also quirky price difference, between Connecticut and Westchester buses in Port Chester. A Port Chester commuter can get on the number 11 bus to Stamford pay $1.30 ask for a free transfer and then immediately get off the bus. 
The transfer will allow a Port Chester commuter to pay about half price, thus saving about $30 or $40 per month on the morning commute.

Port Chester residents can sign up now to make clay bowls at The Clay Arts Center, as part of The Volunteer Center of United Way's efforts to fight hunger in Westchester.

esidents can sign up at Port Chester’s Clay Art Center for January workshops to craft a unique clay bowl to help fight hunger in Westchester. 

The center is partnering with the Volunteer Center of United Way to create a new program in honor of Martin Luther King Jr. Day. The “Bowls for Hunger” workshops are free to the community in collaboration with local not-for-profit organizations throughout the county.

These workshops are a wonderful way to bring the community together to be creative and at the same time to raise awareness about the needs right here in our own village.

The bowls created during the workshops will be glazed and fired by Clay Art Center volunteers and donated to the Hope Community Services soup kitchen in New Rochelle. Each of the Hope Community Services clients visiting the soup kitchen will receive a clay bowl to take home as a reminder of the day. 

Community members ages 8 and up can participate in events that will produce up to 200 bowls in a single day. Workshops will be Jan. 19 at: 

Clay Art Center - Session One from 1 to 2 p.m. and Session Two from 2 to 3 p.m.

Port Chester Mayor Dennis Pilla announced on social media today that the Port Chester Police Department made separate arrests today of the recent Subway armed robbery suspect and the South Regent Street murder suspect.

The mayor praised local law enforcement officials on Facebook saying"Our PD is second to none, and has a very high closure rate. The bad guys can run, but they can't hide." Mayor Pilla has become a fan of using social media as a way to connect with the residents of the Long Island Sound village of over 30,000 residents.

 He uses social media to take action and show real customer service.

There is no team behind his social media efforts responding on his behalf. He is behind it all making a difference, and at a very fast pace. He is all about answering questions and providing his residents with any help that they need.

Mayor Pilla uses social for is encouraging residents to become active in Port Chester Government and to volunteer in the community.

Although Mr. Pilla uses social networks most of the time as a way to communicate his thoughts and ideas to residents, he still communicates with residents in traditional ways.

01/10/13 Interfaith Pulpit Exchange On Martin Luther King Day In Port Chester

For two years the clergy of Holy Rosary Roman Catholic Church, Congregation Kneses Tifereth Israel (KTI), St. Peter’s Episcopal Church, St. Paul’s Lutheran Church, All Souls Parish Presbyterian Church and St. Frances A.M.E. Zion have been sharing regular fellowship.  St. Paul's is in Rye Brook and the other congregations are in Port Chester.  They have gathered their congregations to do service projects and last November organized a "baby shower" for the Carver Center to benefit any local families with infants who need assistance.  Fr. Stephen Schenck of Holy Rosary passed away just two weeks before the benefit at the Carver Center that he helped organize and was greatly missed.

This year they have planned to preach at each other's congregations.  In years past they have marked the Martin Luther King holiday as a day of service for members of each church or synagogue to help groups that are feeding and clothing people in need.  This year they are showing up in each other's pulpits to talk about how they have been inspired by the legacy of Dr. King and how our congregations can share in the power of Dr. King's vision of a beloved community where we embrace diversity, practice compassion and speak for justice.  Rabbi Jaymee Alpert will preach at All Soul's, Rev. Bruce Baker will lead worship at St. Peter's, Fr. Hilario Albert will preach at St. Paul's all on Sunday January 27th.  Pastor Jim O'Hanlon will speak at Congregation KTI on January 19th at the 9:30am Sabbath service.  Pastor O'Hanlon will also lead worship together with Fr. Albert at St. Paul's service of Holy Communion at 9:45am.  The services at All Soul's and St. Peters' will be at 10am.  All Soul's on Parkway Drive will also be hosting a community celebration of the Martin Luther King holiday featuring, humanitarian awards, choruses from the Port Chester Schools and "The Minister's Council Community Choir" from a group of Port Chester Churches including Bethesda Baptist, Mt. Zion, St. Frances AME Zion and Girtman Memorial Church of the Living God.  Rev. Natalie Wimberly of St. Frances AME Zion will be preaching at that celebration.

Rye Brook Money Manager Abandons His Stable Of Troubled Investment Funds

Titian advisors which manages about $3 billion on behalf of pension funds and wealthy individuals, has been shifting some of the money it invests with roughly two dozen hedge funds away from some larger funds into smaller ones, according to letters it has sent to investors.

One of the most noteworthy moves was its decision to pull its money from Steven A. Cohen's SAC Capital Advisors at a time when the $14 billion hedge fund is in the spotlight in an ongoing insider trading investigation.

The decision by Titan, a so-called hedge fund of funds, turned some heads on Wall Street because the firm's founder, George Fox, is a friend of Cohen's and his Port Chester area  investment firm is one of SAC Capital's oldest outside investors.

Titan is in the process of redeeming money from Bill Ackman's $11 billion hedge fund firm Pershing Square Capital Management, and in 2011 pulled all of its money out of $34 billion Brevan Howard Asset Management, one of the world's largest funds, according to the investor letters sent out from the Port Chester, New York investment firm.

Titan recently allocated money to GS Gamma, a New York-based fund with less than $1 billion under management, and BHR Capital, also in New York, with roughly $1.5 billion in assets.

Titan, according to a person familiar with the firm, had between $75 million and $100 million invested with SAC Capital.

There have been rumors that federal investigators had been in and around Port Chester, over the last two years.

Officials with Titan, who declined to comment, have not yet sent investors a letter explaining their decision to redeem from SAC Capital. The decision to exit, which investors were notified of in late December, came a few weeks after Mathew Martoma was charged with insider trading while working for Cohen's firm. He has pleaded not guilty.

Altogether, seven current and former SAC employees have been charged or implicated in the insider trading probe into hedge funds and their sources of trading tips, and the firm itself - along with the 56-year-old Cohen - has been drawing renewed scrutiny. Cohen has not been charged with any wrongdoing.

Nor has Mr. Fox been charged with any wrong doing.

Officials with SAC Capital, Pershing Square and Brevan Howard declined to comment to Greenwich Roundup on Titan's move.

The redemption from SAC Capital comes as Titan's own performance has been modest at best. Last year, the firm's flagship fund of funds was up 6.97 percent through the end of November, said a person familiar with Titan. I

n 2011, the fund was largely unchanged.

Titan would not be the first money manager to lose an appetite for large multi-billion dollar hedge funds. The $242.7 billion California Public Employees Retirement System, one of the biggest pension funds in the world, has long had a taste for smaller, less well-known hedge funds.

However, many experts said they thought the insider trading scrutiny may still have played a role in Titan's SAC decision.

It sounds like they were being very proactive in pulling out of SAC, but there may have been other reasons at work too,

Federal authorities left little doubt they were moving significantly closer to Cohen when they arrested Martoma in November and charged him with using inside information to generate profits and avoid losses totaling $276 million in shares of two drug stocks, Elan Corp PLC and Wyeth, now owned by Pfizer.

Federal authorities said Cohen, as owner of SAC Capital, signed off on the trades, even though the billionaire manager wasn't charged with any wrongdoing.

Ever since SAC's name first arose in the insider trading probe several years ago, George Fox has been loyal to Cohen.

At the end of 2010, Titan quit Loch Capital Management, one of four firms raided by federal authorities in November of that year, but it stuck with SAC Capital even after the hedge fund acknowledged getting a subpoena for information.

For now, Titan's redemption from SAC Capital does not appear to be setting off a run for the exits by outside investors, who account for $6.3 billion of SAC's money (the rest is owned by Cohen and other insiders, such as employees).

ON A SIDE NOTE:

Some will remember that former New York Gov. Eliot Spitzer (AKA Client 9) used the name of his friend George Fox as an alias when he allegedly met with a prostitute in Washington.

George Fox, 52, who's asset management and advisory firm Titan Advisors, LLC, based in Rye Brook.

A New York public relations firm at the time released a statement on behalf of George Fox.

“The news that his name may have been used as an alias comes as a great surprise and disappointment,” the statement reads. “Mr. Fox only became aware of Mr. Spitzer’s alleged activity when informed of it Monday morning by the media.”

“Mr. Fox considers Governor Spitzer a close friend and is distressed by the news that has emerged.”

The statement affirms there is “absolutely no connection between George Fox and the Governor’s alleged activity beyond the unauthorized use of his name.”
